The Economist engaged under this Quotation Estimate will provide the following services within the United States Los Angeles jurisdiction:

• Conduct a full macroeconomic and microeconomic impact assessment of the proposed Harborview mixed-use development project, including employment projections, tax revenue modeling, and displacement analysis for the surrounding neighborhoods in Los Angeles County.
• Prepare a detailed cost-benefit analysis incorporating regional wage data, housing market indices, and transportation demand forecasts specific to the United States Los Angeles metropolitan statistical area.
• Deliver two (2) in-person public presentation sessions at the Los Angeles City Hall chambers, providing accessible summaries of the Economist's findings to elected officials, community stakeholders, and the general public.
• Provide ongoing advisory support (up to 40 hours per month) to the Authority's internal planning team throughout the project's environmental review and permitting phases.

1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiration date, all rates are subject to revision based on prevailing market conditions in the United States Los Angeles professional services sector.
2. The Economist and all supporting personnel engaged under this agreement shall comply with all applicable federal, California state, and Los Angeles municipal regulations, including but not limited to CEQA disclosure requirements and the California Public Records Act.
3. All data, models, and intellectual property developed specifically for the Harborview Municipal Development Authority under this engagement shall become the property of the Authority upon final payment. General methodologies and pre-existing frameworks of the Economist remain the property of Meridian Economic Advisory Group, LLC.
4. Any scope changes exceeding 15% of the originally estimated hours will require a written amendment to this Quotation Estimate and mutual written consent prior to additional work commencing.
5. Meridian Economic Advisory Group, LLC shall maintain professional liability insurance of no less than $2,000,000 per occurrence, with the Authority named as an additional insured, for the duration of the engagement in the United States Los Angeles area.
6. Disputes arising from this Quotation Estimate or the resulting service agreement shall be resolved through binding arbitration in Los Angeles, California, in accordance with the rules of the American Arbitration Association.
7. This Quotation Estimate does not constitute a binding contract until countersigned by both parties and accompanied by the executed Service Agreement referenced herein.
