1. Scope of Work — Electrical Engineer Services
This Quotation Estimate is issued by Al Noor Electrical Engineering Solutions W.L.L. to provide comprehensive professional services rendered by a licensed Electrical Engineer and supporting technical team for the above-referenced project located in Qatar Doha. The scope encompasses the full lifecycle of electrical engineering deliverables, from conceptual design through to final commissioning and handover, in strict compliance with Qatar Electricity & Water Authority (QEWA) regulations, the Qatar Building Code, IEC standards, and all applicable municipal bylaws of the Municipality of Doha.
- Conceptual & Schematic Design: The assigned Electrical Engineer shall develop the preliminary electrical load calculations, single-line diagrams, power distribution philosophy, and lighting design for all 24 floors, including basement parking levels B1 through B3.
- Detailed Engineering Design: Production of complete construction drawings, electrical specifications, cable schedules, switchgear schedules, and coordination drawings for power, lighting, fire alarm, emergency power, and low-voltage systems (data, CCTV, access control, and public address).
- QEWA & Municipal Submissions: Preparation and submission of all electrical design packages to QEWA, the Doha Municipality, and the Civil Defence for statutory approval, including coordination of any required design revisions.
- Site Supervision & Inspection: The Electrical Engineer shall conduct weekly site inspections, review as-built documentation, verify workmanship against approved drawings, and issue non-conformance reports as necessary throughout the construction phase.
- Commissioning & Testing: Supervision of all electrical testing and commissioning activities, including insulation resistance tests, earth continuity verification, protective device coordination studies, and final energization of the building electrical systems.
- As-Built Documentation & Handover: Compilation and delivery of complete as-built drawings, operation and maintenance manuals, and warranty documentation to the client upon project completion.

All amounts are quoted in Qatari Riyals (QAR). The total Quotation Estimate of QAR 2,713,200.00 is inclusive of 5% Value Added Tax as mandated by the Qatar Tax Authority. No additional charges shall apply unless a formal variation order is executed by both parties.
3. Payment Terms
Milestone 1: 20% advance payment upon signing of the service agreement and issuance of this Quotation Estimate acceptance (QAR 542,640.00).
Milestone 2: 30% upon completion and client approval of the Detailed Engineering Design package (QAR 813,960.00).
Milestone 3: 30% upon successful QEWA and municipal approval of all electrical submissions (QAR 813,960.00).
Milestone 4: 15% upon completion of site supervision and commissioning activities (QAR 406,980.00).
Milestone 5: 5% upon delivery of the final as-built documentation and handover package (QAR 135,660.00).
Payments shall be made via bank transfer to the account of Al Noor Electrical Engineering Solutions W.L.L. within 14 calendar days of invoice issuance. Late payments shall attract interest at the rate of 1.5% per month as per Qatar commercial law.
4. Terms & Conditions
4.1. This Quotation Estimate is valid for a period of 30 calendar days from the date of issue. Beyond this period, pricing may be subject to revision based on prevailing market conditions in Qatar Doha.
4.2. The Electrical Engineer and all supporting personnel engaged under this Quotation Estimate shall hold valid professional licenses issued by the Qatar Engineers Society (QES) and shall maintain the required professional indemnity insurance coverage of no less than QAR 5,000,000.
4.3. All design deliverables shall comply with the latest edition of the Qatar Building Code, QEWA Technical Specifications, IEC 60364, IEC 61439, and NFPA 70 (NEC) as adopted in Qatar.
4.4. The client shall provide timely access to the project site in Doha, Qatar, and shall furnish all architectural, structural, and mechanical drawings required for electrical coordination within 5 working days of request.
4.5. Any change in scope, additional floors, or revised load requirements shall be subject to a supplementary Quotation Estimate issued by the Electrical Engineer prior to commencement of the additional work.
4.6. This Quotation Estimate does not include the cost of electrical materials, equipment procurement, or third-party testing laboratory fees, which shall be borne separately by the client.
4.7. Disputes arising from this Quotation Estimate shall be resolved through arbitration in Doha, Qatar, in accordance with the Qatar Arbitration Law.
