3. The Electrical Engineer shall not be liable for delays caused by the client, third-party contractors, utility providers (LADWP), or governmental agencies beyond the engineer's reasonable control.
4. Any work outside the scope defined in this Quotation Estimate will be billed at the Electrical Engineer's standard hourly rate of $225.00 per hour, subject to prior written approval by the client.
5. All intellectual property, design documents, and engineering calculations produced under this engagement shall become the property of the client upon full payment of all invoices.
