This Quotation Estimate is submitted by GreenSolutions Environmental Consulting (Pvt.) Ltd. in response to the Request for Proposal issued by the Ministry of Energy and Water, Republic of Afghanistan. The scope of work encompasses the provision of a qualified Environmental Engineer to deliver comprehensive environmental impact assessment, monitoring, and compliance services for the proposed wastewater treatment infrastructure project located in Afghanistan Kabul. The Environmental Engineer shall be responsible for conducting baseline environmental surveys, preparing the Environmental Impact Assessment (EIA) report in accordance with the National Environmental Protection Agency (NEPA) regulations of Afghanistan, designing mitigation measures, and overseeing construction-phase environmental monitoring throughout the project lifecycle in the Afghanistan Kabul metropolitan area.
The engagement of the Environmental Engineer shall cover a minimum duration of eighteen (18) months, commencing upon contract award. All fieldwork, laboratory sampling, and reporting activities shall be conducted within the administrative boundaries of Afghanistan Kabul, with particular focus on the Kabul River basin, the industrial corridor along Wazir Akbar Khan Road, and the residential zones in Districts 4, 5, and 6. The Environmental Engineer shall coordinate directly with the NEPA Kabul Regional Office, the Ministry of Public Health, and the Kabul City Municipality to ensure full regulatory compliance.

Payment for this Quotation Estimate shall be made in the following installments, subject to satisfactory delivery of milestones as verified by the Client's project management team in Afghanistan Kabul:
- Advance Payment (20%): USD 48,940.00 – Upon contract signing and submission of the Environmental Engineer's mobilization plan.
- Progress Payment 1 (25%): USD 61,175.00 – Upon approval of the EIA Scoping Report and Baseline Study by NEPA Kabul.
- Progress Payment 2 (25%): USD 61,175.00 – Upon submission of the full EIA Report and EMP for the Afghanistan Kabul project.
- Progress Payment 3 (20%): USD 48,940.00 – Upon completion of construction-phase monitoring (Month 12).
- Final Payment (10%): USD 24,470.00 – Upon acceptance of the Final Environmental Compliance Report and project closure in Afghanistan Kabul.
- This Quotation Estimate is valid for sixty (60) calendar days from the date of issue. Beyond this period, prices may be revised due to currency fluctuation or changes in local operating costs in Afghanistan Kabul.
- The Environmental Engineer and all supporting staff shall comply with all applicable laws and regulations of the Islamic Republic of Afghanistan, including the Environmental Protection Law (2009) and NEPA directives.
- All work shall be performed at the designated project site in Afghanistan Kabul. Any relocation or additional site visits outside the Kabul metropolitan area shall be subject to a separate cost amendment.
- The Client reserves the right to request reasonable modifications to the scope. Any such changes shall be documented in a written Change Order and priced separately.
- Intellectual property rights for all reports, data, and documentation produced under this Quotation Estimate shall vest in the Client upon full payment.
- Disputes arising from this engagement shall be resolved through amicable negotiation, failing which they shall be referred to arbitration under the rules of the Kabul Chamber of Commerce.
- Force majeure events, including but not limited to security incidents, natural disasters, or government-imposed restrictions in Afghanistan Kabul, shall extend the project timeline proportionally without penalty to either party.
- The Environmental Engineer shall maintain professional liability insurance with a minimum coverage of USD 500,000 for the duration of the contract.
