This Quotation Estimate is formally issued by Atlas Environmental Consulting SARL to provide a comprehensive and transparent breakdown of professional fees, material costs, and associated expenses for the engagement of a qualified Environmental Engineer to deliver environmental impact assessment, regulatory compliance, and sustainability consulting services within the Algeria Algiers metropolitan area. This document serves as a binding financial proposal upon mutual acceptance by both parties and shall govern all financial transactions related to the scope of work described herein.
The Environmental Engineer engaged under this Quotation Estimate shall perform the following duties and deliverables in accordance with Algerian environmental legislation (Law 03-10 of 2003 on the Protection of the Environment) and applicable regulations of the Ministry of Energy and Mines, the Ministry of Environment, and the Wilaya of Algiers:
- Conduct a full Environmental Impact Assessment (EIA) for the proposed industrial/commercial development site located in the Algiers urban or peri-urban zone, including baseline environmental data collection, impact prediction, and mitigation strategy formulation.
- Prepare and submit the Environmental Impact Study (Etude d'Impact sur l'Environnement) to the relevant Algerian authorities, including the Regional Directorate of Environment (DRE) of Algiers.
- Design and specify waste management systems, including solid waste segregation, wastewater treatment infrastructure, and air emission control measures compliant with Algerian national standards.
- Perform soil and groundwater contamination assessment for the designated parcel in Algiers, utilizing field sampling and laboratory analysis at accredited facilities in Algeria.
- Develop an Environmental Management Plan (EMP) with monitoring protocols, reporting schedules, and corrective action procedures tailored to the specific conditions of the Algeria Algiers site.
- Provide ongoing regulatory compliance advisory services, including preparation of periodic environmental reports, permit renewals, and liaison with the Algiers Wilaya environmental inspection services.
- Deliver a final technical report in both Arabic and French, as required by Algerian administrative procedures, with an English executive summary for international stakeholders.

This Quotation Estimate stipulates the following payment structure for the Environmental Engineer engagement in Algeria Algiers:
- Advance Payment (30%): 1,234,060 DZD – Due upon signed acceptance of this Quotation Estimate and issuance of the official order (Bon de Commande).
- Progress Payment (40%): 1,645,413 DZD – Due upon completion and submission of the draft Environmental Impact Assessment for client review.
- Final Payment (30%): 1,234,060 DZD – Due upon delivery of the final certified report, EMP, and all regulatory filings accepted by the Algiers authorities.
All payments shall be made via bank transfer to the account of Atlas Environmental Consulting SARL, BNA Algiers, in Algerian Dinars. Late payments shall incur a penalty of 1.5% per month as per Algerian commercial code provisions.
- This Quotation Estimate is valid for a period of sixty (60) calendar days from the date of issue. Beyond this period, all rates and conditions are subject to revision.
- The Environmental Engineer shall dedicate a minimum of 120 working hours per month to the project in Algeria Algiers, with availability for on-site inspections as required.
- All deliverables shall comply with Algerian environmental legislation, the Algerian Standard (NPA), and any specific requirements of the Wilaya of Algiers environmental services.
- The client shall provide timely access to the project site, relevant existing documentation, and any third-party data necessary for the Environmental Engineer to perform the scope of work.
- Intellectual property of all reports, plans, and technical documents produced under this Quotation Estimate shall vest in the client upon full payment.
- Any change in scope beyond the items listed in Section 3 shall be subject to a supplementary Quotation Estimate issued by the Environmental Engineer and approved in writing by the client before execution.
- Disputes arising from this Quotation Estimate shall be resolved through amicable negotiation, failing which they shall be submitted to the competent commercial courts of Algiers, Algeria.
- This Quotation Estimate does not constitute a contract until countersigned by both parties and accompanied by the official purchase order.
