This Quotation Estimate is issued by GreenScape Environmental Consulting Inc. to provide a comprehensive and itemized cost breakdown for the professional services of a licensed Environmental Engineer engaged in the assessment, design, and regulatory compliance of the Laval Stormwater Management Infrastructure Project. All services described herein are to be performed within the jurisdiction of Canada Montreal and the surrounding metropolitan area, in full accordance with the Quebec Act respecting the Environment (Loi sur la qualité de l'environnement) and all applicable federal and municipal regulations governing environmental engineering practice in the province of Quebec.

The Environmental Engineer retained under this Quotation Estimate shall perform the following professional duties:

  • Conduct a full Phase I and Phase II Environmental Site Assessment of the 12-hectare stormwater retention basin site located in the Laval district of the Canada Montreal metropolitan area.
  • Prepare a detailed Environmental Impact Assessment (EIA) report in compliance with the Quebec Ministry of Environment and Sustainable Development (MELCCFP) requirements.
  • Design the stormwater treatment and retention system, including hydrological modelling, sedimentation basins, vegetated buffer zones, and outfall discharge structures.
  • Coordinate with the Agence de l'environnement du Québec (AEQ) and the Ville de Laval environmental compliance division to obtain all necessary permits and authorizations.
  • Provide construction-phase environmental monitoring, including water quality sampling, noise assessments, and wildlife habitat protection plans specific to the Canada Montreal ecosystem.
  • Deliver a final as-built environmental compliance report and a five-year post-construction monitoring plan.

Payment for the services outlined in this Quotation Estimate shall be made in the following installments, invoiced upon completion of each milestone:

  • 20% ($47,355.43): Upon execution of the professional services agreement and mobilization of the Environmental Engineer team.
  • 30% ($71,033.15): Upon delivery and acceptance of the EIA Report and approved design drawings.
  • 35% ($82,872.01): Progress payments during the construction-phase monitoring period (billed monthly).
  • 15% ($35,516.58): Upon delivery of the final As-Built Environmental Compliance Report and 5-Year Monitoring Plan.
  1. This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. After this period, pricing may be subject to revision based on market conditions in the Canada Montreal professional engineering sector.
  2. All services shall be performed by a licensed Environmental Engineer registered with the Ordre des ingénieurs du Québec (OIQ) and shall comply with the professional standards set forth by the OIQ Code of Professional Conduct.
  3. The Environmental Engineer shall carry professional liability insurance with a minimum coverage of $5,000,000 per occurrence, naming the client as an additional insured party.
  4. All deliverables, reports, and design documents produced under this Quotation Estimate shall be the exclusive property of the client upon full payment.
  5. Any change in scope, additional site conditions, or unforeseen environmental contaminants discovered during the Phase II assessment may result in a supplemental Quotation Estimate issued within five (5) business days.
  6. All work shall be conducted in compliance with the Canada Montreal municipal bylaws, the Quebec Environmental Quality Act, and applicable federal regulations under the Canadian Environmental Protection Act (CEPA).
  7. Disputes arising from this Quotation Estimate shall be resolved through mediation in accordance with the rules of the Chambre de commerce du Montréal métropolitain, and failing resolution, through arbitration in Canada Montreal.
  8. The Environmental Engineer reserves the right to refuse or suspend work if site conditions pose an imminent risk to human health or the environment, in accordance with professional ethical obligations.

By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes GreenScape Environmental Consulting Inc. to proceed with the Environmental Engineer services as described herein. This signature constitutes a binding professional services agreement for the scope, pricing, and terms set forth in this document.
