2. Scope of Services – Environmental EngineerThe Environmental Engineer assigned to this engagement will deliver the following professional services in accordance with the Ontario Environmental Protection Act (EPA), the Canadian Environmental Protection Act (CEPA), and the City of Toronto's Environmental Management Plan:
- Phase I and Phase II Environmental Site Assessment of the 4.2-kilometre Don River corridor, including soil, groundwater, and surface water sampling and laboratory analysis.
- Preparation of a full Environmental Impact Statement (EIS) compliant with the Ontario Environmental Assessment Act and municipal planning requirements specific to Canada Toronto.
- Design of a contaminated sediment remediation strategy, including in-situ capping, dredging feasibility analysis, and long-term monitoring protocols.
- Development of a Stormwater Management and Erosion Control Plan meeting Toronto and Region Conservation Authority (TRCA) standards.
- Regulatory liaison and permit application support with the Ministry of the Environment, Conservation and Parks (MECP) and Environment and Climate Change Canada (ECCC).

- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. After the expiry date, all rates and availability of the Environmental Engineer team are subject to re-evaluation.
- Payment terms: 30% mobilization deposit upon execution of the Statement of Work; 40% upon delivery of the Environmental Impact Statement and Remediation Design; 30% upon final regulatory approval and handover of the Monitoring Plan. All invoices are payable within thirty (30) days of receipt.
- All professional engineering services will be performed in strict compliance with the Professional Engineers Ontario (PEO) Code of Ethics and the regulatory standards applicable to environmental work in Canada Toronto.
- The Environmental Engineer of record (Dr. Marcus Chen, P.Eng.) shall personally review and sign all technical deliverables prior to submission to the client and regulatory authorities.
- Any change in scope, additional sampling locations, or extended regulatory review timelines will be addressed through a formal Change Order, which will be appended to this Quotation Estimate as a supplementary schedule.
- GreenScape Environmental Consulting Ltd. carries Professional Liability (Errors & Omissions) insurance in the amount of $5,000,000 per occurrence, satisfying the minimum requirements for environmental consulting engagements in the Province of Ontario.
- All data, reports, and intellectual property generated under this engagement shall become the property of the City of Toronto upon full payment. The Environmental Engineer team retains the right to reference the project in professional portfolios with prior written consent.
- This Quotation Estimate is governed by the laws of the Province of Ontario and the federal laws of Canada applicable therein. Any disputes shall be resolved through mediation in Toronto, Ontario, before proceeding to arbitration under the Arbitration Act (Ontario).
- Force majeure events, including but not limited to extreme weather conditions affecting fieldwork along the Don River in Toronto, shall extend the project timeline proportionally without penalty to either party.
