This Quotation Estimate is formally issued by Nile Delta Environmental Consulting & Engineering Co. to provide a comprehensive, itemized cost breakdown for the professional services of a licensed Environmental Engineer engaged to conduct a full Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) for the proposed mixed-use residential and commercial development project located in the Maadi District, Egypt Cairo. This document serves as a binding financial proposal and shall remain valid for the period stated above unless otherwise communicated in writing by either party.
The Environmental Engineer assigned to this project shall deliver the following professional services in full compliance with the Egyptian Environmental Affairs Agency (EEAA) regulations, the Egyptian Environmental Law No. 4 of 1994 (as amended), and all applicable municipal bylaws governing construction and land-use in Egypt Cairo:
- Baseline Environmental Survey: Comprehensive field assessment of air quality, surface water and groundwater parameters, soil contamination indicators, noise levels, and ecological biodiversity across the 12,500 m² project site in Maadi, Egypt Cairo.
- Environmental Impact Assessment (EIA) Report: Preparation of a full EIA report in accordance with EEAA Circular No. 1 of 2020, including identification of direct, indirect, and cumulative impacts of construction and operational phases.
- Environmental Management Plan (EMP): Development of a detailed EMP with mitigation measures, monitoring protocols, responsible-party assignments, and a compliance schedule spanning the entire project lifecycle.
- Stakeholder Consultation and Public Disclosure: Coordination of public disclosure sessions as mandated by the EEAA for projects in the Egypt Cairo metropolitan area, including preparation of public information summaries in Arabic and English.
- Regulatory Submission and Permitting Support: Preparation and submission of all required documentation to the EEAA Egypt Cairo Regional Office, the Cairo Governorate Environment Department, and the National Water Research Center (NWRC) for approval and licensing.
- Construction-Phase Environmental Monitoring: On-site monitoring visits (minimum 8 visits over the 14-month construction period) to verify compliance with the approved EMP, with written reports submitted after each visit.
- Final Environmental Compliance Certificate: Issuance of a closing compliance report upon project completion, confirming that all mitigation measures have been implemented and environmental conditions have been restored or improved.

- 30% Advance Payment (EGP 278,388): Due upon signing of the service agreement and issuance of this Quotation Estimate acceptance.
- 40% Progress Payment (EGP 371,184): Due upon successful submission of the EIA report and EMP to the EEAA Egypt Cairo office.
- 20% Milestone Payment (EGP 185,592): Due upon receipt of the Environmental Permit / No-Objection Certificate from the EEAA.
- 10% Final Payment (EGP 92,796): Due upon delivery of the Final Environmental Compliance Certificate and project closeout.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Egypt Cairo.
- All prices are quoted in Egyptian Pounds (EGP) and are inclusive of the Environmental Engineer's professional fees, fieldwork, reporting, and coordination. Third-party laboratory costs are itemized separately as shown above.
- The Environmental Engineer shall maintain full professional liability insurance with a minimum coverage of EGP 5,000,000 throughout the engagement period.
- Any changes to the project scope, site boundaries, or regulatory requirements in Egypt Cairo that materially alter the work described herein shall be subject to a revised Quotation Estimate issued as a formal change order, signed by both parties before additional work commences.
- Confidentiality: All data, reports, and site-specific information generated under this engagement shall be treated as strictly confidential by the Environmental Engineer and shall not be disclosed to third parties without written consent from the client.
- Governing Law: This agreement and all disputes arising therefrom shall be governed by the laws of the Arab Republic of Egypt. Any unresolved disputes shall be referred to the competent courts in Egypt Cairo.
- The Environmental Engineer reserves the right to withdraw from this engagement with fourteen (14) days' written notice if the client fails to make any scheduled payment within fifteen (15) days of its due date.
By signing below, the client acknowledges receipt of this Quotation Estimate, confirms that the scope of work described herein accurately reflects the required Environmental Engineer services for the project in Egypt Cairo, and agrees to the terms, conditions, and payment schedule set forth in this document.
