This Quotation Estimate is issued by Sahel Environmental Consulting SARL to provide comprehensive Environmental Engineer services for the proposed development project located in the Greater Dakar region of Senegal. The scope encompasses all phases of environmental assessment, regulatory compliance, impact mitigation planning, and ongoing monitoring required under Senegalese environmental legislation, including the Code de l'Environnement (Law No. 2001-16) and the regulations issued by the Ministry of Environment and Sustainable Development of Senegal.
The Environmental Engineer team assigned to this project will conduct a full Environmental Impact Assessment (EIA) in accordance with the procedures mandated by the Direction de l'Environnement et de la Lutte contre les Changements Climatiques (DELCC) in Dakar. All fieldwork, laboratory analyses, and reporting will be executed within the administrative boundaries of Senegal Dakar, ensuring full alignment with local ecological conditions, coastal zone management requirements, and the specific sensitivities of the Dakar peninsula and its surrounding marine and terrestrial ecosystems.

- Validity: This Quotation Estimate shall remain valid for a period of sixty (60) calendar days from the date of issue. Beyond this period, all rates and conditions are subject to revision based on prevailing market conditions in Senegal Dakar.
- Payment Schedule: Payment shall be made in four (4) installments: 30% upon contract signature, 30% upon submission of the EIA report, 25% upon DELCC approval, and 15% upon delivery of the final closure report. All payments shall be made in XOF via bank transfer to the account of Sahel Environmental Consulting SARL, Bank of Africa, Dakar, Senegal.
- Scope Changes: Any modification to the scope of Environmental Engineer services outlined in this Quotation Estimate must be agreed upon in writing by both parties. Additional work will be billed at the hourly rate of 150,000 XOF per hour for the lead Environmental Engineer and 85,000 XOF per hour for supporting technicians.
- Regulatory Compliance: The Environmental Engineer team guarantees full compliance with all applicable laws, decrees, and ministerial orders of the Republic of Senegal governing environmental protection, coastal zone management, and industrial development in the Dakar region.
- Confidentiality: All data, reports, and findings generated under this engagement shall remain the exclusive property of the client. The Environmental Engineer and all supporting staff are bound by a non-disclosure agreement for a period of five (5) years.
- Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, government policy changes in Senegal, or public health emergencies affecting operations in Dakar.
- Governing Law: This Quotation Estimate and any resulting contract shall be governed by and interpreted in accordance with the laws of the Republic of Senegal. Any disputes shall be resolved through the competent courts of Dakar, Senegal.
By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Sahel Environmental Consulting SARL to proceed with the Environmental Engineer services described herein, subject to the terms and conditions stated above. This document constitutes a formal commercial proposal for the provision of environmental engineering consultancy in Senegal Dakar.
