This Quotation Estimate is formally issued by GreenSolutions Environmental Consulting LLC to Al Maktoum Development Group in relation to the engagement of a qualified Environmental Engineer to deliver comprehensive environmental compliance, impact assessment, and sustainability advisory services for the proposed mixed-use development project located in the Dubai South Free Zone, United Arab Emirates Dubai. This document outlines the full scope of professional services, associated costs, project timelines, and contractual terms governing the engagement. All pricing is quoted in United Arab Emirates Dirhams (AED) and is subject to the validity period stated above.
The appointed Environmental Engineer shall provide the following professional services in full compliance with the regulations of the Dubai Municipality, the Department of Climate Change and Environment (DCCE), the UAE Federal Law No. 61 of 2007 on Environmental Protection, and all applicable municipal bylaws governing construction and industrial activities in United Arab Emirates Dubai:
- Environmental Impact Assessment (EIA): Preparation and submission of a comprehensive EIA report covering air quality, noise pollution, water resources, soil contamination, biodiversity, and waste management impacts of the proposed development. The report shall conform to the DCCE EIA guidelines and be submitted for regulatory approval prior to construction commencement.
- Environmental Permitting and Licensing: Facilitation and management of all environmental permits required by the Dubai Municipality, the Dubai Electricity and Water Authority (DEWA), and the Dubai Civil Defence. This includes the Environmental Compliance Certificate and the No-Objection Certificate (NOC) from the relevant environmental authorities in United Arab Emirates Dubai.
- Construction Phase Environmental Monitoring: Deployment of continuous monitoring stations for particulate matter (PM10, PM2.5), noise levels (Leq, Lmax), and dust suppression effectiveness throughout the construction period. Monthly monitoring reports shall be submitted to the client and the Dubai Municipality Environmental Department.
- Waste Management and Disposal Plan: Development of a site-specific waste management plan ensuring compliance with Dubai Municipality waste regulations, including segregation, storage, transport, and disposal protocols for construction debris, hazardous materials, and general refuse.
- Water and Energy Sustainability Audit: Conducting a baseline audit of water consumption and energy usage patterns, with recommendations for green building certification (Estidama Pearl Rating / DIBS) alignment. The Environmental Engineer shall propose water recycling systems, greywater treatment, and solar energy integration strategies.
- Post-Construction Environmental Compliance Audit: A final verification audit confirming that all environmental mitigation measures outlined in the approved EIA have been implemented. A compliance certificate shall be issued upon satisfactory completion.
- Regulatory Liaison and Reporting: Ongoing communication with Dubai Municipality, DCCE, and other relevant governmental bodies in United Arab Emirates Dubai to ensure continuous regulatory compliance throughout the project lifecycle.

The total estimated duration for the Environmental Engineer engagement, from the date of contract execution to the issuance of the final compliance certificate, is approximately 24 months. The detailed milestone schedule, including EIA submission deadlines, monitoring commencement dates, and final audit windows, shall be agreed upon in a separate Project Execution Plan within 14 days of contract signing. All timelines are aligned with the construction schedule provided by Al Maktoum Development Group and the regulatory review periods of the Dubai Municipality and DCCE in United Arab Emirates Dubai.
5.1 This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates and terms are subject to revision without prior notice.
5.2 Payment Terms: 30% advance upon contract signing; 40% upon successful submission and approval of the EIA report by the Dubai Municipality; 20% upon completion of the construction phase monitoring; 10% upon issuance of the final Post-Construction Compliance Certificate. All payments are due within fourteen (14) days of invoice date.
5.3 The Environmental Engineer shall hold a valid UAE Professional License issued by the Dubai Municipality and shall maintain professional indemnity insurance of not less than AED 5,000,000 for the duration of the engagement.
5.4 All work shall be performed in strict adherence to UAE Federal Law No. 61 of 2007, Dubai Municipality Environmental Regulations, and the DCCE Environmental Impact Assessment Guidelines. Any non-compliance resulting from the Environmental Engineer's negligence shall be remedied at the Engineer's own cost.
5.5 The client shall provide timely access to the project site in Dubai South Free Zone, United Arab Emirates Dubai, and shall supply all architectural drawings, engineering plans, and project specifications required for the environmental assessment within five (5) business days of request.
5.6 Any changes to the scope of work beyond the items listed in Section 3 shall be subject to a supplementary Quotation Estimate and mutual written agreement prior to execution.
5.7 Disputes arising from this engagement shall be resolved through arbitration in Dubai in accordance with the rules of the Dubai International Arbitration Centre (DIAC).
5.8 This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
