1. Purpose and Scope of This Quotation Estimate

This Quotation Estimate is issued by GreenScape Environmental Consulting, Inc. to the Bay Area Municipal Development Authority in connection with the proposed waterfront redevelopment project located in the Embarcadero district of United States San Francisco. The purpose of this document is to provide a comprehensive, itemized cost breakdown for the professional services of a licensed Environmental Engineer and supporting technical staff required to complete all environmental compliance, assessment, and mitigation activities associated with the project.

The Environmental Engineer services outlined in this Quotation Estimate are designed to satisfy all applicable federal, state, and local regulatory requirements, including but not limited to the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the Clean Water Act, the Clean Air Act, and the San Francisco Planning Code environmental provisions. All work will be performed in strict accordance with the professional standards established by the California Board for Professional Engineers, Land Surveyors, and Geologists (BPELG).

2. Detailed Scope of Environmental Engineer Services

The Environmental Engineer engaged under this Quotation Estimate will perform the following professional services in United States San Francisco:

  • Phase I and Phase II Environmental Site Assessments: Comprehensive investigation of soil, groundwater, and surface water conditions at the project site, including historical land use review, sampling, laboratory analysis, and contaminant source identification.

  • Air Quality and Emissions Analysis: Quantitative assessment of construction and operational air emissions, including greenhouse gas inventory, with mitigation strategies aligned to the San Francisco Climate Action Plan.

4. Payment Schedule

Payment for the Environmental Engineer services described in this Quotation Estimate shall be made in accordance with the following milestone-based schedule:

  • Milestone 1 (20%): Upon execution of the professional services agreement – $88,859.34
  • Milestone 2 (25%): Upon submission of the Draft CEQA EIR for public review – $111,074.18
  • Milestone 3 (25%): Upon issuance of all environmental permits and approval of the Final EIR – $111,074.18
  • Milestone 4 (20%): Upon completion of construction phase monitoring – $88,859.34
  • Milestone 5 (10%): Upon delivery of final closeout documentation – $44,429.66
5. Terms and Conditions
  1. This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. After the expiration date, all rates and fees are subject to revision based on prevailing market conditions in United States San Francisco.
  2. All professional services shall be performed by a licensed Environmental Engineer holding an active California Professional Engineer (P.E.) license and, where applicable, a Professional Geologist (P.G.) license. The lead Environmental Engineer for this project is Dr. Elena Vasquez, P.E., P.G. (License No. 184729).
  3. The client acknowledges that the Environmental Engineer services are professional in nature and that the fees set forth in this Quotation Estimate are based on the scope of work described herein. Any work outside the defined scope will be billed as a change order at the hourly rates specified in the attached Rate Schedule.
  4. All work will be conducted in compliance with the laws of the State of California, the City and County of San Francisco, and all applicable federal regulations. The Environmental Engineer shall maintain professional liability insurance with a minimum coverage of $5,000,000 per occurrence.
  5. This Quotation Estimate does not constitute a binding contract until a formal Professional Services Agreement is executed by both parties. The terms herein are subject to the final agreement language.
  6. All deliverables, including reports, maps, data sets, and permit applications prepared by the Environmental Engineer, shall become the property of the client upon full payment of the corresponding milestone invoice.
  7. Disputes arising from this Quotation Estimate or the resulting agreement shall be resolved through mediation in San Francisco, California, in accordance with the rules of the American Arbitration Association.
  8. The Environmental Engineer reserves the right to withdraw from this engagement if the project site conditions present hazards that cannot be adequately mitigated, or if regulatory changes in United States San Francisco fundamentally alter the scope of required services.
6. Acceptance and Authorization

By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes GreenScape Environmental Consulting, Inc. to proceed with the Environmental Engineer services as described, subject to execution of a formal Professional Services Agreement.
