The engagement covers the end-to-end recruitment and onboarding of a Human Resources Manager who will oversee all people-management functions for the client's Beijing operations. The scope includes, but is not limited to, the following deliverables:

• Comprehensive job profiling and competency mapping for the Human Resources Manager role, aligned with the client's strategic workforce plan in China Beijing.
• Market research and salary benchmarking for senior HR leadership positions within the Beijing metropolitan area and comparable tier-one Chinese cities.
• Sourcing, screening, and shortlisting of a minimum of eight (8) qualified candidates with a minimum of eight (8) years of progressive HR experience in multinational or large-scale Chinese enterprises.
• Conducting structured interviews (minimum two rounds) including psychometric assessment, case-study evaluation, and reference verification.
• Coordination of background checks, work-permit eligibility verification, and social insurance compliance review in accordance with the PRC Labor Contract Law.
• Negotiation of employment terms, including base salary, performance bonus structure, equity or profit-sharing components, and relocation allowances where applicable.
• Facilitation of the onboarding process for the appointed Human Resources Manager, including orientation to local labor regulations, social security enrollment, and housing fund registration in China Beijing.
• A ninety (90) day post-placement support period during which Capital Talent Solutions will monitor the integration and performance of the Human Resources Manager and provide advisory support to the client's leadership team.

Payment for this Quotation Estimate shall be made in three (3) installments via bank transfer to the account designated by Capital Talent Solutions (Beijing) Co., Ltd.:

• Installment 1 – 40% (CNY 65,720): Due upon signed acceptance of this Quotation Estimate and commencement of the Human Resources Manager search.
• Installment 2 – 40% (CNY 65,720): Due upon successful completion of the interview process and issuance of a formal offer letter to the selected Human Resources Manager candidate.
• Installment 3 – 20% (CNY 32,860): Due upon the candidate's confirmed start date and completion of the first 30 days of the onboarding support period in China Beijing.

1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Upon expiration, all fees are subject to revision based on prevailing market conditions in the China Beijing recruitment sector.
2. The Human Resources Manager candidate placed under this engagement is subject to a six (6) month replacement guarantee. Should the candidate resign or be terminated for cause within this period, Capital Talent Solutions will conduct a replacement search at no additional fee.
3. All candidate data and client confidential information shall be handled in strict accordance with the Personal Information Protection Law of the People's Republic of China (PIPL) and the Data Security Law of the PRC.
4. This Quotation Estimate does not constitute a guarantee of placement. Capital Talent Solutions will use commercially reasonable efforts to identify and place a suitable Human Resources Manager but cannot guarantee a specific candidate or timeline.
5. Any disputes arising from this engagement shall be resolved through arbitration administered by the Beijing Arbitration Commission (BAC) in accordance with its rules. The governing law is the law of the People's Republic of China.
6. Capital Talent Solutions reserves the right to assign qualified subcontractors for specific components of the Human Resources Manager search, provided that the primary responsibility and quality standards remain with the firm.
