This Quotation Estimate is prepared specifically for the recruitment, placement, and ongoing professional engagement of a qualified Human Resources Manager to operate within the business environment of Iraq Baghdad. The Human Resources Manager will be responsible for the full spectrum of workforce management functions, including but not limited to:

• Strategic workforce planning and organizational development aligned with the client's operational goals in the Baghdad market.
• End-to-end recruitment, screening, onboarding, and retention of personnel in compliance with the Iraqi Labor Law (No. 37 of 2015) and all applicable municipal regulations in Baghdad.
• Design and administration of compensation and benefits structures that reflect current salary benchmarks in Iraq Baghdad for comparable industries.
• Management of employee relations, grievance resolution, and disciplinary procedures in accordance with local labor legislation.
• Development and delivery of training and professional development programs to enhance workforce competency.
• Preparation of statutory reports, social security contributions (Iraqi Social Security Organization), and tax filings as required by the Baghdad municipal authority.
• Implementation of performance management systems, succession planning, and organizational change management initiatives.
• Ensuring full compliance with health, safety, and occupational standards mandated for workplaces in Iraq Baghdad.

All amounts are exclusive of applicable Iraqi Value Added Tax (VAT) at 15%, unless otherwise stated. The final Quotation Estimate may be adjusted if the scope of the Human Resources Manager role is materially modified by mutual written agreement.

• This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, rates and availability of the Human Resources Manager candidate may be subject to revision.
• Payment terms: 40% advance upon acceptance of this Quotation Estimate, 40% upon successful placement and commencement of duties in Iraq Baghdad, and 20% upon completion of the 90-day onboarding period.
• All payments shall be made in US Dollars (USD) or Iraqi Dinars (IQD) at the Central Bank of Iraq's official exchange rate on the date of invoicing.
• The Human Resources Manager shall be engaged under a fixed-term contract of twelve (12) months, renewable by mutual consent. Termination requires thirty (30) days' written notice by either party.
• Al-Rafidain Executive Talent Solutions LLC shall bear full responsibility for the professional conduct, confidentiality, and legal compliance of the Human Resources Manager during the engagement period in Iraq Baghdad.
• This Quotation Estimate does not constitute a binding employment contract. A separate service agreement shall be executed upon the client's written acceptance.
• Any disputes arising from this Quotation Estimate shall be resolved through amicable negotiation, failing which they shall be referred to the competent commercial courts in Baghdad, Iraq.
• The client acknowledges that the Human Resources Manager will have access to sensitive employee data and agrees to maintain all such information in strict confidence in accordance with Iraqi data protection practices.
