This Quotation Estimate is issued in response to the formal request submitted by SADI for the recruitment, placement, and onboarding of a senior Human Resources Manager to be based in Senegal Dakar. The scope of this engagement encompasses the full lifecycle of executive talent acquisition, from initial market research and candidate sourcing through to final contract negotiation and the first ninety (90) days of post-placement support.

The Human Resources Manager will be responsible for overseeing all human capital functions within SADI's operations in Senegal Dakar, including but not limited to workforce planning, talent acquisition, employee relations, compensation and benefits administration, compliance with Senegalese labor law (Code du Travail de 1972, as amended), performance management systems, training and development programs, and organizational change management. The ideal candidate must possess a minimum of eight (8) years of progressive HR experience, with at least three (3) years in a senior managerial role within the West African or Francophone African business environment. Fluency in French is mandatory; proficiency in English and Wolof is considered a significant advantage for operations in Senegal Dakar.

Payment for this Quotation Estimate shall be made in three (3) installments as follows:

• 40% (XOF 6,419,200) – Due upon signed acceptance of this Quotation Estimate and commencement of the Human Resources Manager recruitment process.
• 40% (XOF 6,419,200) – Due upon successful completion of the interview and selection phase, prior to the issuance of the formal offer letter.
• 20% (XOF 3,209,600) – Due upon the successful completion of the ninety (90) day post-placement support period for the appointed Human Resources Manager in Senegal Dakar.

All payments shall be made via bank transfer to the account of the service provider domiciled in Dakar, Senegal. Invoices will be issued in XOF (West African CFA Franc) in accordance with Senegalese tax regulations.

• This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be subject to revision based on market conditions in Senegal Dakar.
• The recruitment process for the Human Resources Manager position is expected to be completed within a maximum of eight (8) weeks from the date of contract signing, barring unforeseen circumstances.
• All candidate data collected during this engagement shall be handled in strict compliance with the Senegalese Law No. 2008-12 on Personal Data Protection and the applicable provisions of the West African Economic and Monetary Union (WAEMU) data framework.
• The service provider shall maintain professional confidentiality regarding the client's organizational structure, compensation data, and strategic HR objectives throughout the duration of the engagement in Senegal Dakar.
• In the event the appointed Human Resources Manager resigns or is terminated for cause within the first six (6) months of employment, the service provider shall, at no additional cost, initiate a replacement search under the same terms outlined in this Quotation Estimate.
• Any disputes arising from this Quotation Estimate shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be submitted to the competent commercial courts of Dakar, Senegal.
• This Quotation Estimate does not constitute a guarantee of placement. The final decision on the selection of the Human Resources Manager candidate rests solely with the client.
