This Quotation Estimate is issued by Apex Industrial Consulting & Engineering Ltd. in response to the Request for Proposal (RFP/2025/118) submitted by the Federal Ministry of Industry, Trade & Investment, Abuja. The purpose of this document is to provide a comprehensive and itemised cost breakdown for the engagement of a qualified Industrial Engineer to deliver process optimisation, production line redesign, and operational efficiency assessments across the ministry's manufacturing and logistics facilities located in and around Nigeria Abuja. All pricing in this Quotation Estimate is expressed in Nigerian Naira (NGN) and includes applicable Value Added Tax (VAT) at the prevailing rate of 7.5%.
The Industrial Engineer engaged under this Quotation Estimate shall provide the following professional services within the Nigeria Abuja metropolitan area and its immediate environs:
- Conduct a full-time and motion study of existing production and assembly lines at the Abuja Industrial Development Zone.
- Design and implement a lean manufacturing framework to reduce waste, cycle time, and operational bottlenecks.
- Develop a comprehensive work measurement and standard time system for all manual and semi-automated processes.
- Perform facility layout optimisation for the ministry's central warehouse and distribution hub in Garki, Abuja.
- Prepare a detailed capacity planning report and recommend capital equipment upgrades where justified.
- Deliver a two-day training workshop for supervisory staff on industrial engineering principles and continuous improvement methodologies.
- Provide a final technical report with actionable recommendations and a 12-month implementation roadmap.

Payment for the services outlined in this Quotation Estimate shall be made in three (3) tranches: (i) 40% upon contract execution and commencement of the Industrial Engineer's onsite work in Nigeria Abuja; (ii) 40% upon submission of the interim progress report at the end of Week 5; and (iii) 20% upon delivery and acceptance of the final technical report and training completion certificate. All payments shall be made via bank transfer to the account details provided in the contract annexure.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period is subject to re-pricing.
- The Industrial Engineer and supporting team shall comply with all applicable Nigerian labour laws, safety regulations, and the Federal Capital Territory (FCT) operational guidelines in Nigeria Abuja.
- Apex Industrial Consulting & Engineering Ltd. shall maintain professional indemnity insurance with a minimum cover of NGN 50,000,000 for the duration of the engagement.
- All data, reports, and intellectual property generated during the engagement shall become the sole property of the client upon full payment.
- Any scope variation exceeding 10% of the original Quotation Estimate value shall require a written amendment signed by both parties before additional work commences.
- The Industrial Engineer shall observe strict confidentiality regarding all proprietary processes, trade secrets, and operational data encountered at the client's facilities in Nigeria Abuja.
- Disputes arising from this engagement shall be resolved through arbitration in accordance with the Arbitration and Conciliation Act (Cap A18, LFN 2004), with the seat of arbitration in Abuja, FCT, Nigeria.
- This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by both parties.
