1. SCOPE OF SERVICES — JOURNALIST ENGAGEMENT

3. TERMS AND CONDITIONS

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Ethiopia Addis Ababa and applicable government regulations.
The Journalist engaged under this quotation shall operate in strict accordance with the Ethiopian Media Proclamation, the Code of Conduct for Journalists in Ethiopia, and all applicable federal and regional laws governing press freedom, defamation, and national security.
Payment terms: 50% advance payment upon contract execution and 50% upon completion of the monthly service cycle. All payments shall be made via bank transfer to the designated account of Horn of Africa Media & Communications PLC at Commercial Bank of Ethiopia, Addis Ababa branch.
The Journalist shall submit a detailed weekly activity report and a comprehensive monthly deliverables summary to the client's designated project manager within Ethiopia Addis Ababa.
All intellectual property rights to content produced by the Journalist under this engagement shall vest in the client upon full payment, subject to the Journalist's right of attribution as per Ethiopian copyright law.
Either party may terminate this engagement with fourteen (14) days' written notice. In the event of early termination, the client shall be liable for all services rendered up to the termination date.
This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by both parties. All terms herein are subject to mutual negotiation and final legal review.
Force majeure events, including but not limited to civil unrest, natural disasters, or government-mandated shutdowns in Ethiopia Addis Ababa, shall suspend obligations under this quotation without penalty to either party.
Disputes arising from this Quotation Estimate or the subsequent service agreement shall be resolved through mediation in Addis Ababa, and failing mediation, through the competent courts of the Addis Ababa City Administration.

4. ACCEPTANCE AND AUTHORIZATION

By signing below, the client acknowledges receipt of this Quotation Estimate and confirms that the scope of Journalist services described herein accurately reflects the requirements of the requesting organization. The undersigned authorizes Horn of Africa Media & Communications PLC to proceed with the engagement of the specified Journalist in Ethiopia Addis Ababa upon execution of the formal service contract.
