This Quotation Estimate is issued by the Mediterranean Professional Judging Consortium in response to the formal request submitted by the Algerian National Events Authority for the provision of certified Judge services for the upcoming International Arts & Culture Festival scheduled to take place in Algeria, Algiers during the period of 15 to 22 September 2025. This document outlines the complete cost structure, deliverables, and professional obligations associated with the engagement of qualified Judge personnel for the duration of the event.

The Judge services described herein encompass the full spectrum of evaluative responsibilities required for a multi-disciplinary festival, including but not limited to: visual arts assessment, performing arts evaluation, culinary competition scoring, and literary works adjudication. Each Judge assigned to this project in Algeria, Algiers shall hold a minimum of ten (10) years of documented professional experience in their respective discipline and shall be fluent in both Arabic and French to ensure seamless communication with local participants and organizers.

This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Any acceptance beyond this period shall require a revised quotation reflecting current market rates in Algeria, Algiers.
All Judge personnel shall comply with the Algerian Ministry of Culture regulations governing professional evaluators at national and international events held in Algiers.
Payment terms: 40% advance payment upon signing of the service contract, 40% upon completion of the event in Algiers, and 20% upon delivery of the final Judge evaluation reports.
The Judge coordination team shall arrive in Algeria, Algiers no later than 12 September 2025 to conduct venue inspections, finalize scoring rubrics, and attend the pre-event orientation with the Algerian National Events Authority.
All Judge decisions shall be final and binding. The organizing committee in Algiers reserves the right to request a written justification for any score that deviates by more than two standard deviations from the panel mean.
Force majeure events, including but not limited to natural disasters, civil unrest, or government-mandated closures in Algeria, Algiers, shall be addressed through mutual written agreement and shall not constitute grounds for penalty on either party.
This Quotation Estimate does not constitute a binding contract. A formal service agreement, governed by the laws of the People's Democratic Republic of Algeria, must be executed by both parties prior to the commencement of any Judge services.
All personal data collected in connection with this engagement shall be processed in accordance with Algerian data protection legislation applicable in Algiers and the wider national territory.

By signing below, the undersigned parties acknowledge that this Quotation Estimate for Judge services in Algeria, Algiers has been reviewed, understood, and accepted in its entirety. This signature authorizes the Mediterranean Professional Judging Consortium to proceed with the mobilization of all Judge personnel and logistical arrangements as detailed herein.
