This Quotation Estimate is issued by Manila Professional Judging & Arbitration Services, Inc. in response to the formal request from the Philippine National Arts & Culture Council for the provision of qualified Judge personnel and related adjudication support services for the 2025 National Cultural Heritage Competition Grand Finals to be held in Manila, Philippines. The scope encompasses the deployment of a full panel of certified Judges, the provision of standardized scoring instruments, real-time adjudication software, and post-event deliberation facilitation. All Judge services shall be rendered in strict compliance with the Philippine Competition and Event Management Standards (PCEMS) and the applicable provisions of the Philippine Civil Service Commission guidelines governing impartial adjudication.

- Validity: This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates and availability of Judge personnel are subject to revision.
- Payment Terms: Fifty percent (50%) of the total amount shall be due upon acceptance of this Quotation Estimate. The remaining fifty percent (50%) shall be settled within fifteen (15) business days following the completion of all Judge services and delivery of the final adjudication report.
- Impartiality Clause: All Judge personnel assigned under this Quotation Estimate shall execute a sworn Affidavit of Impartiality in accordance with Philippine law prior to the commencement of the event. Any Judge found to have a conflict of interest shall be immediately replaced at no additional cost to the client.
- Confidentiality: All scoring data, deliberation notes, and adjudication records generated during the Manila event shall be treated as strictly confidential and shall not be disclosed to any third party without the written consent of the Philippine National Arts & Culture Council.
- Cancellation Policy: Cancellation by the client more than fourteen (14) days before the event date shall incur a 20% administrative fee. Cancellation within fourteen (14) days shall incur a 50% fee. Cancellation within seventy-two (72) hours shall be subject to full payment of the total Quotation Estimate.
- Governing Law: This Quotation Estimate and all services rendered hereunder shall be governed by and construed in accordance with the laws of the Republic of the Philippines. Any disputes shall be resolved through arbitration in Manila, Philippines, in accordance with the rules of the Philippine Dispute Resolution Center.
- Taxation: All amounts stated in this Quotation Estimate are inclusive of the 12% Value Added Tax (VAT) as mandated by the Bureau of Internal Revenue of the Philippines. A separate Tax Invoice shall be issued upon payment.
By signing below, the undersigned acknowledges receipt of this Quotation Estimate for Judge services in Manila, Philippines, and agrees to the terms, conditions, and rates set forth herein. This signature constitutes formal acceptance and authorizes Manila Professional Judging & Arbitration Services, Inc. to proceed with the mobilization of all Judge personnel and resources as specified.
