This Quotation Estimate is issued in response to the formal request for the engagement of qualified Judge personnel for the St. Petersburg International Business & Innovation Forum. The services described herein pertain exclusively to the professional evaluation, scoring, and adjudication roles required during the event held in Russia, Saint Petersburg. The following scope of work has been carefully structured to meet the specific requirements outlined in the client's Request for Proposal.
The engagement of a Judge panel is a critical component of the forum's competitive track, which includes the Startup Pitch Competition, the Innovation Showcase, and the Annual Business Excellence Awards. Each Judge will be responsible for evaluating participating teams and individuals based on predefined criteria including technical merit, commercial viability, presentation quality, and innovation impact. The Judge panel will operate in accordance with the ethical standards and procedural guidelines established by the organizing committee and in compliance with applicable Russian Federation regulations governing competitive evaluation processes.

- This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Any engagement beyond this period will require a revised quotation reflecting current market rates applicable in Saint Petersburg, Russia.
- All Judge personnel engaged under this quotation shall be subject to a non-disclosure agreement (NDA) and a conflict-of-interest declaration prior to the commencement of evaluation duties. This is mandatory under the event's governance framework and in accordance with Russian Federation Federal Law No. 152-FZ on Personal Data.
- Payment terms: 50% advance payment upon acceptance of this Quotation Estimate, and 50% balance payment within fifteen (15) business days following the conclusion of the event and delivery of the final Judge report.
- All payments shall be made in Russian Rubles (RUB) via bank transfer to the account of Northern Capital Event Services LLC, registered in Saint Petersburg, Russia. The client's bank shall be responsible for any applicable interbank transfer fees.
- The Judge panel composition may be adjusted by mutual written agreement up to fourteen (14) days prior to the event. Substitutions after this date will be subject to a 15% surcharge on the affected Judge's fee.
- Force majeure events, including but not limited to government-mandated closures, severe weather conditions affecting Saint Petersburg, or public health emergencies, shall exempt both parties from performance obligations without penalty, provided written notice is given within 48 hours.
- This Quotation Estimate does not constitute a binding contract. A formal Service Agreement must be executed by both parties prior to the commencement of any services. All terms herein are subject to the final agreement.
- Intellectual property generated during the Judge evaluation process, including scoring data, written assessments, and the final adjudication report, shall be the exclusive property of the client organization upon full payment.
- Disputes arising from this Quotation Estimate or the subsequent Service Agreement shall be resolved through arbitration in Saint Petersburg, Russia, in accordance with the rules of the Arbitration Court of Saint Petersburg and Leningrad Oblast.
