This Quotation Estimate is issued in response to the Request for Proposal (RFP) issued by the High Court of Tanzania, Dar es Salaam Division, for the supply, installation, configuration, and initial support of the Judge judicial case management and courtroom digital platform. The Judge system is a comprehensive, court-grade software and hardware solution designed to digitize case filing, scheduling, evidence management, verdict recording, and inter-court communication. The deployment will be executed within the Dar es Salaam judicial precinct, covering the main High Court building and three subordinate district courts in the region.
The Judge platform has been specifically adapted to comply with the Laws of the United Republic of Tanzania, including the Judicature and Application of Law Act (Cap. 333), the Civil Procedure Code, and the Criminal Procedure Act. All data storage will reside on servers physically located within Dar es Salaam to satisfy national data sovereignty requirements under the Electronic and Postal Communications Act (2010).

Payment shall be made in Tanzanian Shillings (TZS) via bank transfer to the account of LexTech Solutions Africa Ltd. at NMB Bank, Dar es Salaam Branch. The schedule is as follows:
- 30% upon signing of the purchase order and acceptance of this Quotation Estimate.
- 40% upon successful completion of Phase 2 (hardware installation and platform deployment in Dar es Salaam).
- 20% upon completion of Phase 4 (user acceptance testing and go-live).
- 10% upon expiry of the 90-day defect liability period following go-live.
- This Quotation Estimate is valid for a period of sixty (60) calendar days from the date of issue. After this period, prices may be revised to reflect changes in exchange rates, import duties, or component costs applicable in Tanzania.
- All prices are quoted in Tanzanian Shillings (TZS) and are inclusive of delivery to the Dar es Salaam site. Import duties, VAT, and any applicable local levies are included as itemized above.
- The Judge system shall be installed, configured, and made operational exclusively within the jurisdiction of Dar es Salaam, Tanzania. No data shall be stored or processed outside the borders of the United Republic of Tanzania.
- Intellectual property rights to the Judge platform remain with LexTech Solutions Africa Ltd. The client receives a perpetual, non-transferable license for use within the Dar es Salaam judicial division.
- Any changes to the scope of work after acceptance of this Quotation Estimate shall be subject to a supplementary quotation and written approval by both parties.
- Disputes arising from this Quotation Estimate or the subsequent contract shall be resolved in accordance with the laws of the United Republic of Tanzania and shall be subject to the jurisdiction of the courts in Dar es Salaam.
- This Quotation Estimate does not constitute a binding contract until a formal Purchase Order or Contract Agreement is executed by both parties.
