This Quotation Estimate is issued by Meridian International Staffing Solutions to formally present the comprehensive cost breakdown, scope of services, and contractual terms for the recruitment, deployment, and ongoing professional support of a qualified Librarian to be stationed in Afghanistan Kabul. The Librarian engaged under this Quotation Estimate will be responsible for the full management, curation, and development of the institutional library located in the Central District of Afghanistan Kabul. The scope of duties includes, but is not limited to, the following:

Payment for the services outlined in this Quotation Estimate shall be made in accordance with the following schedule:
- 30% advance payment upon signed acceptance of this Quotation Estimate (USD 36,943.50).
- 40% milestone payment upon successful deployment of the Librarian to Afghanistan Kabul and completion of initial systems setup (USD 49,258.00).
- 30% final payment upon completion of the 12-month contract term and submission of the final performance report (USD 36,943.50).
All payments shall be made via international wire transfer to the account designated by Meridian International Staffing Solutions. Late payments exceeding fifteen (15) calendar days will incur a penalty of 1.5% per month on the outstanding balance.
5.1 This Quotation Estimate is valid for sixty (60) calendar days from the date of issue. Beyond this period, all rates and terms are subject to revision based on prevailing conditions in Afghanistan Kabul.
5.2 The Librarian shall be subject to the labor laws and regulations of the Islamic Emirate of Afghanistan, as well as any bilateral agreements applicable to foreign professionals operating in Afghanistan Kabul.
5.3 In the event of force majeure, including but not limited to political instability, natural disasters, or public health emergencies affecting Afghanistan Kabul, either party may suspend or terminate the agreement with thirty (30) days written notice without penalty.
5.4 All intellectual property, cataloguing data, and digital records created during the engagement shall remain the property of the client institution in Afghanistan Kabul.
5.5 The Librarian is required to maintain professional confidentiality regarding user data, institutional records, and sensitive materials handled within the Afghanistan Kabul library facility.
5.6 Any disputes arising from this Quotation Estimate shall be resolved through arbitration in accordance with the rules of the International Chamber of Commerce, with the seat of arbitration to be determined by mutual agreement.
