The Librarian engaged under this Quotation Estimate will be responsible for the full operational management of the client's library facility located in Abidjan, Ivory Coast. The scope of services includes, but is not limited to:

• Acquisition, cataloguing, and classification of physical and digital library materials in accordance with the Dewey Decimal Classification system and the French national bibliographic standards applicable in Ivory Coast.
• Development and maintenance of the library's integrated management system (ILS), including OPAC configuration and metadata management.
• Supervision of library staff, including shelf assistants, digitisation technicians, and reference desk personnel operating in Abidjan.
• Organisation of community reading programmes, author events, and educational workshops tailored to the cultural and linguistic context of Ivory Coast Abidjan (French and local languages).
• Inter-library loan coordination with the Bibliothèque Nationale de Côte d'Ivoire and other academic institutions in Abidjan.
• Annual budget planning for collection development, technology upgrades, and facility maintenance.
• Compliance with Ivorian intellectual property law and archival regulations governing library operations in Abidjan.

Payment for the services outlined in this Quotation Estimate shall be made in three instalments:

1. 30% advance payment (XOF 9,933,000) due upon signed acceptance of this Quotation Estimate, to be transferred via bank wire to the account of Abidjan Professional Services Ltd. at a licensed bank in Abidjan, Ivory Coast.
2. 40% mid-term payment (XOF 13,244,000) due at the completion of month six of the engagement, subject to a satisfactory progress review by the Librarian and the client's designated project officer.
3. 30% final payment (XOF 9,933,000) due upon successful completion of all deliverables and submission of the final annual report by the Librarian.

All payments are subject to applicable Ivorian withholding tax (retenue à la source) as mandated by the Direction Générale des Impôts in Abidjan. The client shall provide tax receipts upon request.

• This Quotation Estimate assumes the client provides a suitable, fully equipped library premises in Abidjan, Ivory Coast, with adequate power supply, internet connectivity, and security infrastructure.
• Costs for international travel of the Librarian (if the candidate is not already resident in Abidjan) are excluded and will be quoted separately upon request.
• Any additional collection acquisitions beyond the XOF 3,500,000 budgeted in item 04 will be subject to a supplementary Quotation Estimate.
• Force majeure events, including but not limited to civil unrest, natural disasters, or government-mandated closures in Ivory Coast, may affect the delivery timeline and will be addressed through mutual written agreement.
