This Quotation Estimate is issued by Moscow Professional Library Services LLC to provide comprehensive professional Librarian services for the designated library facility located in Russia Moscow. The scope of work encompasses the full spectrum of Librarian duties, including but not limited to cataloguing, classification, reference services, digital migration, reader consultation, and collection management. All services shall be performed in accordance with the Federal Law of the Russian Federation "On Libraries and Library Activities" (No. 78-FZ) and applicable municipal regulations governing library operations in the Moscow region.
The Librarian team assigned to this project in Russia Moscow shall consist of certified professionals holding degrees in Library Science from accredited Russian institutions, including but not limited to the Moscow State University of Culture and Arts and the Russian State Library for Foreign Literature. Each Librarian shall possess a minimum of five years of practical experience in academic or public library settings within the Russian Federation.

- Validity: This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. After the expiry date, all rates and terms are subject to revision by Moscow Professional Library Services LLC.
- Payment Terms: Payment shall be made in Russian Rubles (RUB) via bank transfer to the account of Moscow Professional Library Services LLC. A 40% advance payment is due upon acceptance of this Quotation Estimate. The remaining 60% shall be paid in two equal instalments at the six-month and twelve-month milestones of the Librarian service engagement in Russia Moscow.
- Commencement: The Librarian services shall commence within fifteen (15) business days following the receipt of the advance payment and formal contract execution by both parties.
- Working Hours: All Librarian personnel assigned to the Russia Moscow location shall observe standard working hours of 09:00 to 18:00, Monday through Friday, with Saturday morning availability (09:00–13:00) for reader services.
- Confidentiality: All Librarian staff shall sign non-disclosure agreements in compliance with Federal Law No. 152-FZ "On Personal Data" of the Russian Federation. Reader records and institutional data pertaining to the Russia Moscow facility shall be treated as strictly confidential.
- Termination: Either party may terminate the engagement with thirty (30) days written notice. In the event of early termination, the client shall be liable for all Librarian services rendered up to the date of termination, plus a 10% administrative fee.
- Force Majeure: Neither party shall be held liable for delays or non-performance resulting from events beyond reasonable control, including but not limited to natural disasters, government mandates, or public health emergencies affecting operations in Russia Moscow.
- Governing Law: This Quotation Estimate and any resulting contract shall be governed by and interpreted in accordance with the civil legislation of the Russian Federation. Disputes shall be resolved through arbitration at the Arbitration Court of the City of Moscow.
- Insurance: Moscow Professional Library Services LLC shall maintain professional liability insurance covering all Librarian personnel deployed in Russia Moscow, with a minimum coverage of 5,000,000 RUB per incident.
