Thank you for your request for a Quotation Estimate regarding the provision of a qualified Marine Engineer for deployment and operational support in Afghanistan Kabul. Global Maritime Engineering Services (Pvt) Ltd. is pleased to submit this detailed Quotation Estimate for your review and consideration. This document outlines the full scope of services, associated costs, and contractual terms for the engagement of a certified Marine Engineer to support your marine and hydrographic operations in the Afghanistan Kabul region.

The Marine Engineer engaged under this Quotation Estimate shall perform the following duties in Afghanistan Kabul and its surrounding operational zones:

  • Design, installation, and commissioning of marine propulsion systems, auxiliary engines, and hydraulic power units for riverine and inland waterway vessels operating in the Kabul River corridor.
  • Preventive and corrective maintenance of all marine mechanical and electrical systems, including diesel generators, cooling systems, fuel injection systems, and exhaust treatment units.
  • Hydrographic survey support, including calibration and maintenance of sonar equipment, depth sounders, and current-measuring instruments deployed along the Kabul River and its tributaries.
  • Technical supervision of vessel dry-docking, hull inspections, and structural integrity assessments in accordance with international marine engineering standards (IMO, IACS, and local Afghan maritime regulations).
  • Preparation of technical reports, maintenance logs, and compliance documentation for submission to the Afghanistan Ministry of Transport and the relevant port authorities in Kabul.
  • Training of local Afghan technical staff in basic marine engineering maintenance procedures and safety protocols.
  • Emergency response and troubleshooting for critical marine system failures, with a guaranteed response time of no more than 12 hours within the Afghanistan Kabul metropolitan area.

  1. This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, pricing for the Marine Engineer services and associated costs may be subject to revision due to market fluctuations, currency exchange rate changes, or updated security conditions in Afghanistan Kabul.
  2. Payment terms: 30% advance payment upon acceptance of this Quotation Estimate, 40% upon successful deployment and commencement of the Marine Engineer's duties in Afghanistan Kabul, and the remaining 30% upon satisfactory completion of the 12-month contract period.
  3. All payments shall be made in United States Dollars (USD) via international wire transfer to the bank account designated by Global Maritime Engineering Services (Pvt) Ltd. No payment shall be due in local Afghan Afghani (AFN) unless mutually agreed in writing.
  4. The Marine Engineer and supporting staff shall comply with all applicable laws, regulations, and security protocols of the Islamic Emirate of Afghanistan, including those specific to the Kabul region. The client shall provide all necessary work permits, security clearances, and access authorizations required for operations in Afghanistan Kabul.
  5. Any change in scope of work, extension of contract duration, or additional deployment of marine engineering personnel shall be subject to a revised Quotation Estimate issued in writing by our office and accepted by the client prior to implementation.
  6. Force Majeure: Neither party shall be held liable for delays or non-performance resulting from events beyond reasonable control, including but not limited to armed conflict, natural disasters, government-imposed restrictions, or pandemics affecting operations in Afghanistan Kabul.
  7. Confidentiality: All technical data, vessel specifications, and operational information shared during the engagement of the Marine Engineer shall be treated as strictly confidential and shall not be disclosed to third parties without written consent.
  8. This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties. The terms herein are indicative and subject to final contractual negotiation.
  9. Disputes arising from this Quotation Estimate or the subsequent contract shall be resolved through amicable negotiation. If unresolved within 30 days, the matter shall be referred to arbitration under the rules of the International Chamber of Commerce (ICC), with the seat of arbitration in Kabul, Afghanistan.
