The Marine Engineer engaged under this Quotation Estimate shall perform the following duties and responsibilities over a contract period of twelve (12) months, commencing upon formal acceptance of this proposal:
- Conduct comprehensive technical assessments of the Ethiopian Maritime Authority's existing vessel fleet, including hull integrity, propulsion systems, navigation equipment, and safety installations.
- Develop and submit detailed engineering reports, maintenance schedules, and capital expenditure recommendations for fleet upgrades in alignment with SOLAS, MARPOL, and ILO conventions.
- Provide on-site and remote technical consultancy to port authorities and shipping operators within the Ethiopia Addis Ababa metropolitan area and designated port zones.
- Design and oversee the implementation of modernized ballast water management systems, waste treatment units, and energy-efficient propulsion retrofits.
- Train and mentor local Ethiopian engineering staff in advanced marine engineering practices, ensuring knowledge transfer and capacity building within the Ethiopia Addis Ababa professional community.
- Prepare and submit monthly progress reports, risk assessments, and compliance documentation to the Ethiopian Maritime Authority's Directorate of Technical Standards.

Payment for the services outlined in this Quotation Estimate shall be made in accordance with the following schedule, subject to satisfactory delivery and acceptance of each milestone by the Ethiopian Maritime Authority:
- Advance Payment (25%): ETB 3,391,000 – payable within fourteen (14) calendar days of contract signing and receipt of a valid bank guarantee.
- Progress Payment (40%): ETB 5,425,600 – payable in two equal installments upon completion of the Fleet Technical Assessment (Month 3) and the Propulsion Retrofit Design phase (Month 7).
- Final Payment (35%): ETB 4,747,400 – payable within thirty (30) days of final project acceptance, submission of all as-built documentation, and completion of the training programme.
All payments shall be made via bank transfer to the designated account of Blue Nile Marine Engineering & Consulting Services PLC at Commercial Bank of Ethiopia, Ethiopia Addis Ababa branch. Late payments shall attract an interest charge of 1.5% per month as stipulated under Ethiopian commercial law.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be revised to reflect changes in material costs, exchange rates, or regulatory requirements.
- The Marine Engineer assigned to this engagement shall hold a minimum of fifteen (15) years of professional experience in marine and offshore engineering, a valid Class 1 Marine Engineer's Certificate, and membership in a recognized professional body (e.g., IMarEST, NIMAR, or equivalent).
- Blue Nile Marine Engineering & Consulting Services PLC shall maintain comprehensive professional indemnity insurance with a minimum coverage of ETB 10,000,000 for the duration of the contract.
- All intellectual property, engineering drawings, reports, and documentation produced under this engagement shall become the sole property of the Ethiopian Maritime Authority upon full payment.
- Either party may terminate this agreement with thirty (30) days' written notice. In the event of termination, the Marine Engineer shall be compensated for all work completed and accepted up to the termination date.
- This contract shall be governed by and construed in accordance with the laws of the Federal Democratic Republic of Ethiopia. Any disputes shall be resolved through arbitration in Ethiopia Addis Ababa in accordance with the rules of the Ethiopian Arbitration and Conciliation Centre.
- The Marine Engineer shall comply with all applicable Ethiopian labour laws, environmental regulations, and safety standards while performing duties within the Ethiopia Addis Ababa jurisdiction and designated port areas.
