Thank you for your request for a Quotation Estimate regarding the engagement of a qualified Marine Engineer to provide comprehensive technical oversight, maintenance, and operational support for your vessel fleet operating out of the Apapa and Tin Can Island terminals in Nigeria Lagos. DeepBlue Marine Engineering & Consulting Ltd. is pleased to submit this detailed Quotation Estimate for your review and approval.

Our firm has over fourteen years of experience supplying certified Marine Engineer professionals to shipping companies, port authorities, and offshore operators across the West African maritime corridor. This Quotation Estimate reflects current market rates for Marine Engineer services in Nigeria Lagos as of the second quarter of 2025, inclusive of all applicable statutory levies and professional indemnity coverage.

The Marine Engineer to be deployed under this Quotation Estimate shall hold a valid Nautical College of Nigeria (NICON) Class 1 Marine Engineering Officer certificate, a minimum of eight (8) years of sea-going experience, and current STCW 2010 certification. The Marine Engineer will be stationed at your Apapa terminal facility in Nigeria Lagos and will perform the following duties:

  • Day-to-day maintenance, inspection, and repair of main engines, auxiliary engines, boilers, and all associated mechanical and electrical systems aboard your fleet of three (3) coastal cargo vessels.
  • Preparation and submission of monthly technical condition reports to your Operations Director, ensuring compliance with Nigerian Maritime Administration and Safety Agency (NIMASA) regulations applicable in Nigeria Lagos.
  • Coordination with NIMASA, the Nigerian Ports Authority (NPA), and the Lagos State Maritime Authority for all statutory surveys, class inspections, and port state control examinations conducted within the Nigeria Lagos maritime jurisdiction.
  • Supervision of onboard engineering crews, including training, competency assessment, and enforcement of safe working procedures in accordance with SOLAS and MARPOL conventions.
  • Management of spare parts inventory, procurement recommendations, and vendor liaison for all engineering consumables sourced locally in Nigeria Lagos or imported through designated channels.
  • Emergency response and troubleshooting for any mechanical or electrical failure occurring during vessel operations in Lagos Lagoon, the Bight of Benin, or while berthed at any terminal within Nigeria Lagos.

This Quotation Estimate is structured on a monthly billing cycle. The client shall remit payment within fourteen (14) calendar days of invoice issuance. A mobilisation advance of twenty-five percent (25%) of the total Quotation Estimate value is required prior to the Marine Engineer commencing duties. All payments shall be made in Nigerian Naira (NGN) via bank transfer to the account of DeepBlue Marine Engineering & Consulting Ltd., Zenith Bank Plc., Victoria Island Branch, Nigeria Lagos. Late payments shall attract a penalty of two percent (2%) per month on the outstanding balance.

  • This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, pricing may be revised to reflect changes in the Nigeria Lagos labour market, exchange rate fluctuations, or regulatory adjustments by NIMASA.
  • The Marine Engineer shall be subject to a pre-employment medical examination and a background check conducted in Nigeria Lagos at the client's expense if not already covered under this estimate.
  • DeepBlue Marine Engineering & Consulting Ltd. shall not be liable for any damage, loss, or operational downtime resulting from pre-existing mechanical conditions not identified during the initial technical audit.
  • Either party may terminate this engagement with thirty (30) days' written notice. In the event of early termination, the client shall be liable for all costs incurred up to the termination date, including the remaining balance of the current month's Marine Engineer fee.
  • All technical reports, maintenance logs, and compliance documentation produced by the Marine Engineer shall become the property of the client upon completion of the engagement.
  • This Quotation Estimate is governed by the laws of the Federal Republic of Nigeria, and any disputes shall be resolved through arbitration in Nigeria Lagos in accordance with the Arbitration and Conciliation Act, Cap A18, LFN 2004.

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Marine Engineer in Nigeria Lagos.
