2. Scope of Work – Marine Engineer Services

This Quotation Estimate is submitted in response to the request for professional Marine Engineer consultancy and technical support services to be delivered at the client's operational facilities in Pakistan Islamabad. The scope encompasses the following deliverables:

  • Comprehensive design review and technical audit of existing marine propulsion systems, auxiliary machinery, and HVAC installations maintained at the Islamabad naval training and logistics centre.
  • Deployment of a senior Marine Engineer (minimum 15 years of post-qualification experience, Class 1 Marine Engineer's Certificate of Competency) for on-site supervision, troubleshooting, and performance optimisation over a period of twelve (12) months.
  • Preparation of detailed condition reports, preventive maintenance schedules, and capital expenditure recommendations for all marine-grade equipment housed within the Pakistan Islamabad facility.
  • Conduct of quarterly training workshops for in-house technical staff on marine engineering best practices, regulatory compliance under the Pakistan Shipping Act, and international SOLAS/ISM Code requirements.
  • Provision of a dedicated Marine Engineer liaison officer available on a 24/7 call-out basis for emergency breakdowns, with a guaranteed response time of four (4) hours within the Pakistan Islamabad metropolitan area.
  • Submission of a final project report including as-built drawings, updated equipment registers, and a five-year forward maintenance plan.

4. Terms and Conditions
  1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond the validity period will require re-confirmation of pricing.
  2. Payment terms: 30% advance upon signing of the service agreement; 40% upon completion of the mid-term audit (Month 6); 30% upon delivery of the final project report. All payments are due within fourteen (14) days of invoice date via bank transfer to the account specified on our invoice.
  3. All Marine Engineer personnel deployed under this contract shall be fully insured, hold valid Pakistani work permits where applicable, and comply with all occupational health and safety regulations enforced in Pakistan Islamabad.
  4. The client shall provide a dedicated workspace, access to all relevant equipment and documentation, and reasonable logistical support at the Pakistan Islamabad site to enable the Marine Engineer team to perform their duties efficiently.
  5. Any variation in scope exceeding 10% of the original contract value shall be subject to a supplementary Quotation Estimate and mutual written agreement before additional work commences.
  6. Confidentiality: All technical data, drawings, and operational information shared during the engagement shall be treated as strictly confidential and shall not be disclosed to third parties without prior written consent.
  7. Disputes arising from this agreement shall be resolved through arbitration in accordance with the Arbitration Act, 1940, with the seat of arbitration in Pakistan Islamabad.
  8. This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
5. Acceptance & Authorisation

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms outlined herein for the engagement of Marine Engineer services at the designated Pakistan Islamabad facility.
