This Quotation Estimate is issued by Arctic Marine Engineering Solutions LLC to provide a comprehensive and itemized financial proposal for the engagement of a certified Marine Engineer to perform inspection, maintenance, and technical advisory services for the client's commercial vessel fleet operating within the Russia Moscow metropolitan area and the adjacent Volga River waterway corridor. This document outlines the full scope of professional services, associated costs, payment schedules, and contractual terms governing the engagement. The Marine Engineer to be deployed under this Quotation Estimate shall hold a valid Class IV Marine Engineer Certificate of Competency issued under the STCW Convention, supplemented by Russian Federation maritime regulatory certifications. The scope of work includes, but is not limited to, the following deliverables:
- Comprehensive Vessel Inspection: Full mechanical, electrical, and hydraulic system inspection of three (3) commercial cargo vessels moored at the Moscow River port facilities. The Marine Engineer shall produce a detailed condition report for each vessel within five (5) business days of the inspection date.
- Propulsion System Overhaul Supervision: On-site supervision and technical direction of the main diesel engine overhaul for Vessel No. VRSC-204, including turbocharger replacement, cylinder liner renewal, and fuel injection system recalibration. Estimated duration: 18 working days at the Russia Moscow dry-dock facility.

4.1 — A non-refundable advance payment of thirty percent (30%) of the total Quotation Estimate value, amounting to 4,149,360 RUB, shall be due within ten (10) business days of the client's written acceptance of this document.
4.2 — A second installment of forty percent (40%), amounting to 5,532,480 RUB, shall be payable upon completion and client sign-off of the propulsion system overhaul supervision (Item 02).
4.3 — The remaining balance of thirty percent (30%), amounting to 4,149,360 RUB, shall be payable within fifteen (15) business days following the final delivery of all reports, certifications, and the preventive maintenance program.
4.4 — All payments shall be made via bank transfer to the account of Arctic Marine Engineering Solutions LLC, Sberbank, Russia Moscow, Account No. 40702810 5004 5001 2345, BIC: SABRRUMM. Invoices shall be issued in Russian Rubles in accordance with Russian Federal Tax Service requirements.
5.1 — This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Prices are subject to revision upon expiry due to fluctuations in the Russia Moscow labor market, fuel surcharges, or changes in applicable Russian maritime regulations.
5.2 — The Marine Engineer assigned to this project shall comply with all safety, environmental, and operational regulations of the Russian Federation, including those enforced by the Russian Maritime Authority (RMA) and the Russian Maritime Register of Shipping (RS).
5.3 — The client shall provide safe working access to all vessels, dry-dock facilities, and port areas within the Russia Moscow jurisdiction. The client is responsible for obtaining all necessary work permits, mooring clearances, and environmental permits prior to the commencement of any on-site activity.
5.4 — Any work beyond the scope defined in Section 2 of this Quotation Estimate shall be subject to a separate written change order and additional cost assessment approved by both parties before execution.
5.5 — The Marine Engineer shall maintain professional indemnity insurance with a minimum coverage of 10,000,000 RUB throughout the duration of the engagement. Certificates of insurance shall be provided to the client upon request.
5.6 — All technical reports, maintenance programs, and compliance certificates produced under this engagement shall become the property of the client upon full payment. The Marine Engineer and Arctic Marine Engineering Solutions LLC retain the right to reference the project in professional portfolios and industry publications, subject to the client's prior written consent.
5.7 — Disputes arising from this Quotation Estimate or the subsequent service agreement shall be resolved through arbitration in accordance with the rules of the Arbitration Court of the City of Russia Moscow. The governing law shall be the civil legislation of the Russian Federation.
By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Arctic Marine Engineering Solutions LLC to proceed with the engagement of the Marine Engineer for the services described herein, under the terms and conditions set out in this document, for the project located in Russia Moscow.
