This Quotation Estimate is issued by NorthBaltic Marine Engineering Solutions Ltd. in response to the formal request for professional Marine Engineer services to be rendered at the client's operational facilities within the Russia Saint Petersburg metropolitan area and the adjacent Saint Petersburg Port complex. The scope encompasses the full-cycle provision of a certified Marine Engineer, including technical assessment, mechanical maintenance, systems diagnostics, and operational oversight of marine propulsion and auxiliary machinery. The Marine Engineer assigned under this Quotation Estimate shall hold a valid Class 1 Marine Engineer Officer Certificate of Competency (CoC) issued under STCW 1978, as amended, and shall possess a minimum of twelve (12) years of documented experience in the operation and maintenance of medium-speed diesel engines, steam turbine installations, and integrated bridge systems aboard vessels of 3,000 GT and above. The Marine Engineer shall be fluent in both Russian and English to ensure seamless communication with port authorities, classification surveyors, and the client's operational management team stationed in Russia Saint Petersburg.

  1. This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates and availability of the Marine Engineer are subject to reconfirmation in writing.
  2. Payment terms: 40% advance payment upon acceptance of this Quotation Estimate, 40% upon completion of the mid-term inspection, and the remaining 20% upon final delivery of the technical report and closure of the contract period.
  3. All services shall be performed in strict compliance with the maritime safety regulations of the Russian Federation, the rules of the Russian Maritime Register of Shipping, and the applicable international conventions as adopted for use in Russia Saint Petersburg waters.
  4. The Marine Engineer shall be provided with appropriate personal protective equipment (PPE) and access to all engine rooms, pump rooms, and control stations of the vessel or facility. The client shall ensure a safe working environment in accordance with Russian occupational health and safety legislation.
  5. Any additional work, emergency repairs, or scope changes beyond the items listed in Section 2 shall be subject to a supplementary Quotation Estimate issued by NorthBaltic Marine Engineering Solutions Ltd. and accepted in writing by the client prior to commencement.
  6. This Quotation Estimate does not constitute a binding contract until both parties have executed the definitive service agreement. All intellectual property rights in the technical report and diagnostic data shall vest in the client upon full payment.
  7. Disputes arising from the interpretation or performance of this Quotation Estimate shall be resolved in accordance with the arbitration rules of the Saint Petersburg International Commercial Arbitration Court (SCC), seated in Russia Saint Petersburg.
  8. The Marine Engineer shall maintain professional indemnity insurance with a minimum coverage of USD 1,000,000 per occurrence, valid throughout the contract period in Russia Saint Petersburg.

By signing below, the client acknowledges receipt of this Quotation Estimate for Marine Engineer services in Russia Saint Petersburg and confirms that the scope, rates, and terms set forth herein are acceptable.
