This Quotation Estimate is issued by Blue Horizon Marine Services (Pvt) Ltd to Oceanic Shipping Lines (Sri Lanka) Ltd for the provision of a qualified and experienced Marine Engineer to be deployed and stationed at the Colombo Port operations facility in Sri Lanka Colombo. This document outlines the complete scope of services, associated costs, payment terms, and conditions governing the engagement. The Marine Engineer will be responsible for the maintenance, inspection, troubleshooting, and operational oversight of marine propulsion systems, auxiliary machinery, and associated mechanical and electrical equipment at the client's designated vessel and dockyard premises within the Sri Lanka Colombo port authority jurisdiction.
The Marine Engineer engaged under this Quotation Estimate shall perform the following duties on a full-time basis at the Sri Lanka Colombo operational site:
- Conduct daily preventive maintenance and scheduled overhauls of main engines, diesel generators, and auxiliary machinery aboard client vessels berthed at Colombo Port.
- Perform condition monitoring, vibration analysis, and thermographic inspections of all rotating and stationary marine equipment.
- Diagnose and rectify mechanical, hydraulic, and electrical faults in marine propulsion and power generation systems.
- Maintain and update the vessel's engineering logbooks, maintenance records, and statutory compliance documentation as required by the Sri Lanka Maritime Authority.
- Coordinate with the Sri Lanka Colombo port engineering teams during dry-docking, hull inspections, and major repair campaigns.
- Ensure all work complies with International Maritime Organization (IMO) regulations, Sri Lankan maritime law, and the client's internal safety management system (SMS).
- Provide monthly engineering performance reports and recommend capital expenditure for long-term asset management.

All charges outlined in this Quotation Estimate shall be invoiced on a monthly basis in advance. Payment is due within fourteen (14) calendar days of the invoice date via bank transfer to the account designated by Blue Horizon Marine Services (Pvt) Ltd. The one-time and annual charges listed in items 4, 5, and 8 shall be invoiced separately at the commencement of the contract period. Late payments shall attract a penalty of 2% per month on the outstanding balance. All amounts are quoted in Sri Lankan Rupees (LKR) and are inclusive of applicable taxes unless otherwise stated.
- This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, pricing may be revised to reflect market conditions in Sri Lanka Colombo.
- The Marine Engineer shall be subject to a pre-employment medical examination, background verification, and MCA license validation prior to deployment at the Sri Lanka Colombo site.
- Blue Horizon Marine Services reserves the right to replace the assigned Marine Engineer with a suitably qualified replacement of equivalent or higher rank, with prior written notice of seven (7) days to the client.
- The client shall provide safe working conditions, access to all relevant technical documentation, and necessary permits for the Marine Engineer to perform duties within the Sri Lanka Colombo port authority boundaries.
- Either party may terminate this engagement with thirty (30) days written notice. In the event of termination, all outstanding invoices for services rendered up to the termination date shall remain payable.
- All intellectual property, engineering reports, and maintenance records generated by the Marine Engineer during the contract period shall remain the property of the client.
- This Quotation Estimate does not constitute a binding contract until countersigned by both parties and a formal Service Agreement is executed.
