This Quotation Estimate is issued for the professional engagement of a Mathematician to deliver specialized quantitative, analytical, and modelling services within the city of Dakar, Senegal, and its surrounding regions. The Mathematician will be responsible for the following deliverables and activities:
- Statistical Modelling & Data Analysis: Design and implementation of advanced statistical models for the client's operational datasets, including regression analysis, time-series forecasting, and multivariate analysis tailored to the Senegalese economic and social context.
- Optimization & Operations Research: Development of mathematical optimization frameworks to improve supply-chain logistics, resource allocation, and infrastructure planning relevant to Dakar's urban development projects.
- Actuarial & Risk Modelling: Construction of probabilistic risk assessment models for the client's financial and insurance operations, incorporating local market variables specific to the West African CFA zone.

3.1 Validity: This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, the Mathematician reserves the right to revise rates due to market fluctuations in Dakar, Senegal, or changes in the scope of engagement.
3.2 Payment Schedule: Payment shall be made in three (3) installments: 40% upon contract signing, 35% upon delivery of the mid-project technical report (Week 6), and 25% upon final acceptance of all deliverables. All payments shall be made via bank transfer to the Mathematician's designated account in Dakar, Senegal, or to an international account in USD as mutually agreed.
3.3 Taxes & Duties: All amounts stated in this Quotation Estimate are exclusive of applicable Senegalese Value Added Tax (TVA) at the prevailing rate of 18%, unless otherwise specified. The client shall be responsible for any withholding taxes mandated by the Direction Générale des Impôts (DGI) of Senegal.
3.4 Intellectual Property: All mathematical models, algorithms, code, and documentation produced under this engagement shall become the property of the client upon full payment. The Mathematician retains the right to reference the project in academic publications with the client's prior written consent.
3.5 Confidentiality: The Mathematician agrees to maintain strict confidentiality regarding all data, proprietary information, and business strategies disclosed by the client during the engagement in Dakar, Senegal. This obligation survives the termination of the contract for a period of two (2) years.
3.6 Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to natural disasters, civil unrest, government-imposed restrictions in Senegal, or pandemics affecting operations in Dakar.
3.7 Dispute Resolution: Any dispute arising from this Quotation Estimate or the subsequent contract shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be submitted to arbitration under the rules of the Dakar Chamber of Commerce and Industry (CCI de Dakar), with proceedings conducted in French or English as agreed by both parties.
3.8 Governing Law: This Quotation Estimate and any resulting contract shall be governed by and construed in accordance with the laws of the Republic of Senegal.
