This Quotation Estimate is issued by Meridian Engineering Solutions Pte. Ltd. to provide comprehensive Mechanical Engineer consultancy and design services for the retrofitting and performance optimisation of the existing HVAC and process piping systems at the client's manufacturing facility located in Jurong Island, Singapore Singapore. The scope encompasses the following deliverables:

• Site Survey & Assessment: A qualified Mechanical Engineer shall conduct a full on-site inspection of all mechanical systems, including chillers, air handling units, process pumps, and associated piping networks. A detailed condition report will be submitted within five (5) working days of the site visit.
• System Design & Engineering: Development of complete mechanical design packages, including P&IDs, isometric drawings, equipment data sheets, and hydraulic calculations, in compliance with SS 476, SS 553, and all applicable Singapore Singapore building and industrial codes.
• FEA & Thermal Analysis: Finite Element Analysis and computational fluid dynamics (CFD) simulations for critical pressure vessels and heat exchangers to ensure structural integrity and thermal performance within the operational parameters specified by the client.
• Procurement Support: Preparation of technical specifications, bid evaluation matrices, and vendor coordination for all mechanical equipment and materials required for the retrofit project.
• Construction Supervision: On-site supervision by a designated Mechanical Engineer during the installation and commissioning phases, including quality assurance inspections, non-destructive testing oversight, and punch-list management.
• Commissioning & Handover: Full commissioning of all mechanical systems, preparation of as-built drawings, operation and maintenance manuals, and a formal handover report to the client's operations team.

4. Payment Terms

• 30% advance payment upon acceptance of this Quotation Estimate and execution of the Service Agreement.
• 40% upon completion and client approval of the full Mechanical Engineer design package and FEA/CFD reports.
• 25% upon successful commissioning and submission of the handover report.
• 5% retention released thirty (30) days after the final handover, subject to satisfactory performance.
• All payments shall be made in Singapore Dollars (SGD) via bank transfer to the account details specified in the Service Agreement.

5. Terms & Conditions

• This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be subject to revision based on prevailing market conditions in Singapore Singapore.
• All Mechanical Engineer services shall be performed in strict accordance with the Singapore Standards (SS), Building and Construction Authority (BCA) guidelines, and the Environmental Protection and Occupational Safety Health Act (EP&OSHA) of Singapore Singapore.
• The client shall provide reasonable access to the project site, existing documentation, and necessary permits to enable the Mechanical Engineer to carry out the scope of work without undue delay.
• Any variation or change in scope beyond the items listed herein shall be subject to a supplementary Quotation Estimate and written approval by both parties before additional work commences.
• Meridian Engineering Solutions Pte. Ltd. shall maintain professional indemnity insurance with a minimum coverage of SGD 2,000,000 for the duration of the project.
• Disputes arising from this engagement shall be resolved through mediation in Singapore Singapore, failing which they shall be referred to arbitration under the rules of the Singapore International Arbitration Centre (SIAC).
• This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
