This Quotation Estimate is issued by East African Biomedical Research Associates (EABRA) in response to the formal request for professional services from the Ministry of Health, Republic of Uganda. The purpose of this document is to provide a comprehensive, itemized financial breakdown for the engagement of a qualified Medical Researcher to conduct a multi-site epidemiological surveillance study focused on malaria transmission patterns and antimicrobial resistance (AMR) across the Uganda Kampala metropolitan area and surrounding districts.
The Medical Researcher engaged under this Quotation Estimate will be responsible for designing the study protocol, obtaining ethical clearance from the Uganda National Council for Science and Technology (UNCST), coordinating field data collection across six (6) health facilities in Uganda Kampala, performing laboratory analysis, and delivering a final peer-reviewed research report. All activities will be conducted in strict compliance with the Uganda National Drug Authority (UNDA) regulations and the WHO guidelines for AMR surveillance.

This Quotation Estimate proposes the following milestone-based payment structure to the client, Ministry of Health, Uganda Kampala:
- Milestone 1 (30%): Upon signing of the service agreement and receipt of the initial Quotation Estimate acceptance – UGX 72,322,500
- Milestone 2 (25%): Upon completion of ethical clearance and commencement of field data collection in Uganda Kampala – UGX 60,268,750
- Milestone 3 (25%): Upon completion of all field visits and laboratory analysis – UGX 60,268,750
- Milestone 4 (20%): Upon delivery of the final research report, policy brief, and manuscript drafts to the Ministry of Health, Uganda Kampala – UGX 48,215,000
- This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Any request for services beyond this period will require a revised Quotation Estimate.
- The Medical Researcher engaged under this arrangement shall be bound by a strict confidentiality and data protection agreement in line with the Uganda Data Protection and Privacy Act, 2019.
- All research data collected in Uganda Kampala and surrounding districts shall be the joint intellectual property of EABRA and the Ministry of Health, Republic of Uganda, unless otherwise agreed in writing.
- The Medical Researcher must hold a valid Uganda Medical and Dental Practitioners Council (UMDPC) license and a current UNCST research permit for the duration of the project.
- Any scope changes, additional field sites, or extended timelines will be subject to a supplementary Quotation Estimate issued by EABRA, Uganda Kampala, prior to implementation.
- Payments are due within fourteen (14) working days of invoice issuance. Late payments shall attract a penalty of 1.5% per month as stipulated under Ugandan commercial law.
- This Quotation Estimate does not constitute a binding contract until both parties have executed the formal Service Level Agreement (SLA).
