This Quotation Estimate is issued by Atmospheric Sciences & Meteorological Consulting Group (ASMC) in response to the formal request for proposal (RFP Ref. MRRD-2025-0312) submitted by the Ministry of Rural Rehabilitation and Development, Government of Afghanistan.   1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond the validity period will require re-confirmation of pricing by ASMC.
  2. Payment terms: 30% advance upon contract signature, 40% upon completion of the first six (6) months of Meteorologist deployment in Afghanistan Kabul, and 30% upon final delivery of the closing climate report and handover of the automated weather station.
  3. All payments shall be made in United States Dollars (USD) via international wire transfer to the ASMC account detailed on the invoice. Late payments shall accrue interest at 1.5% per month.
  4. The Meteorologist shall adhere to all local regulations of the Government of Afghanistan, including but not limited to the Afghanistan Meteorological Department (AMD) data-sharing protocols and the Ministry of Interior security directives applicable to the Afghanistan Kabul region.
  5. ASMC reserves the right to substitute the assigned Meteorologist with an equally qualified professional, subject to prior written approval by the Client, should force majeure or security conditions in Afghanistan Kabul necessitate a change.
  6. All meteorological data, forecasts, and reports generated under this Quotation Estimate shall remain the intellectual property of the Client (MRRD, Government of Afghanistan) upon full payment. ASMC retains the right to anonymized aggregate data for academic publication.
  7. Disputes arising from this Quotation Estimate shall be resolved through arbitration in Doha, Qatar, under the rules of the Qatar International Arbitration Centre (QIAC).
  8. This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.

By signing below, the Client acknowledges receipt of this Quotation Estimate and agrees to the scope, pricing, and terms outlined herein for the engagement of a Meteorologist in Afghanistan Kabul.
