This Quotation Estimate is issued by Atmospheric Sciences & Meteorological Consulting Group (ASMC) in response to the formal request for professional Meteorologist services to be deployed and executed within the jurisdiction of China Guangzhou. The purpose of this document is to provide the client with a comprehensive, itemized, and transparent breakdown of all costs associated with the engagement of a qualified Meteorologist (or team of Meteorologists) to deliver atmospheric monitoring, weather forecasting, climate impact assessment, and severe-weather advisory services across the Guangzhou metropolitan area and its surrounding regions.
All pricing contained within this Quotation Estimate is quoted in Chinese Yuan (CNY / RMB) unless otherwise stated. The scope of work is specifically tailored to the unique climatic conditions of China Guangzhou, which experiences a subtropical monsoon climate characterized by high humidity, pronounced wet and dry seasons, frequent typhoon activity during the summer months (June through September), and periodic episodes of extreme heat and heavy rainfall.
The Meteorologist services outlined in this Quotation Estimate encompass the following deliverables, all to be performed on-site or remotely in support of operations within China Guangzhou:
- Primary Meteorologist (Senior Level): A minimum of one (1) Senior Meteorologist holding a Master's degree or higher in Atmospheric Sciences, with no fewer than eight (8) years of professional experience in operational meteorology, to serve as the lead consultant for the duration of the contract.
- Daily Weather Forecasting & Advisory: Production of daily, 72-hour, and 7-day weather forecasts specific to China Guangzhou, including temperature, precipitation probability, wind speed and direction, humidity indices, and UV index. Forecasts to be delivered by 06:00 CST and 18:00 CST each business day.
- Severe Weather Monitoring & Alerting: Real-time monitoring of typhoons, thunderstorms, heavy rainfall events, heatwaves, and fog conditions. The Meteorologist shall issue tiered alerts (Advisory, Warning, Severe Warning) in coordination with the Guangzhou Municipal Meteorological Bureau's existing alert infrastructure.
- Climate Impact Assessment Report: A comprehensive annual report analyzing historical and projected climate trends for China Guangzhou, including changes in precipitation patterns, rising average temperatures, sea-level rise implications for the Pearl River Delta, and agricultural impact assessments for the surrounding Guangdong province.
- On-Site Consultation & Training: A minimum of twelve (12) on-site consultation sessions per year at the client's offices in Guangzhou, plus two (2) half-day training workshops for municipal staff on interpreting Meteorologist-generated data and utilizing forecasting tools.
- Emergency Response Support: The Meteorologist shall be available on a 24/7 standby basis during the typhoon season (1 June – 30 September) to provide real-time advisory to emergency management teams in China Guangzhou.

Payment for the services described in this Quotation Estimate shall be made via bank transfer to the ASMC account in Guangzhou, China, in accordance with the following schedule:
- 30% Advance Payment: Due within ten (10) business days of contract execution, prior to the commencement of Meteorologist services.
- 40% Mid-Term Payment: Due upon completion of the 6-month service period (end of December 2025), subject to satisfactory interim performance review.
- 30% Final Payment: Due within fifteen (15) business days of delivery of the Annual Climate Impact Assessment Report and completion of all training workshops.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in China Guangzhou.
- All Meteorologist personnel engaged under this contract shall comply with the Meteorological Law of the People's Republic of China and all regulations issued by the China Meteorological Administration (CMA) and the Guangdong Provincial Meteorological Bureau.
- The Meteorologist shall maintain strict confidentiality of all data, forecasts, and internal communications. A Non-Disclosure Agreement (NDA) shall be executed prior to the commencement of services.
- ASMC shall carry professional indemnity insurance with a minimum coverage of CNY 5,000,000 for the duration of the contract.
- Any changes to the scope of work beyond what is described in this Quotation Estimate shall require a written change order signed by both parties. Additional Meteorologist hours or services will be billed at the rates specified herein.
- Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration in Guangzhou, China, in accordance with the rules of the China International Economic and Trade Arbitration Commission (CIETAC).
- This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
