This Quotation Estimate is issued by Highland Atmospheric Sciences PLC to provide comprehensive, professional Meteorologist services tailored to the operational and research needs of the Ethiopian Agricultural Development Authority. The services will be delivered primarily in Ethiopia Addis Ababa, with periodic field deployments to the surrounding highland and lowland zones to ensure accurate, location-specific atmospheric data collection and forecasting.
The engagement of a qualified Meteorologist is critical for supporting agricultural planning, disaster risk reduction, and climate adaptation strategies across the Ethiopian highlands. The proposed Meteorologist will hold a minimum of a Master's degree in Atmospheric Sciences or Meteorology, with at least eight (8) years of professional experience in tropical and subtropical climate systems relevant to the East African region.

3.1 Acceptance: This Quotation Estimate is valid for sixty (60) calendar days from the date of issue. Acceptance must be communicated in writing to Highland Atmospheric Sciences PLC via email or signed letter. Upon acceptance, a formal Service Agreement will be drafted and executed by both parties.
3.2 Payment Schedule: Payment shall be made in four (4) equal quarterly installments, due within thirty (30) days of the start of each quarter. The first installment is due upon contract execution. Late payments shall attract a penalty of 1.5% per month on the outstanding balance.
3.3 Meteorologist Qualifications: The assigned Meteorologist must meet the minimum qualifications outlined in Section 1. The client reserves the right to request a replacement if performance does not meet the agreed service-level indicators, with a thirty (30) day notice period.
3.4 Data Ownership: All meteorological data, reports, and analyses generated under this engagement in Ethiopia Addis Ababa shall be the joint property of both parties. The client retains full rights to use the data for internal planning and policy purposes.
3.5 Confidentiality: Both parties agree to maintain strict confidentiality regarding proprietary methods, unpublished data, and internal communications. This obligation survives the termination of the contract for a period of three (3) years.
3.6 Termination: Either party may terminate the agreement with sixty (60) days written notice. In the event of termination, the client shall pay for all services rendered up to the termination date, and the Meteorologist shall deliver all completed reports and raw data.
3.7 Governing Law: This Quotation Estimate and any resulting contract shall be governed by and interpreted in accordance with the laws of the Federal Democratic Republic of Ethiopia. Disputes shall be resolved through arbitration in Addis Ababa in accordance with the rules of the Ethiopian Arbitration and Conciliation Institute.
3.8 Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions, or civil unrest affecting the Ethiopia Addis Ababa region.
