This Quotation Estimate is issued by Accra Meteorological Consulting Services Ltd. in response to the formal request from the Volta Basin Agricultural Development Authority for the engagement of a qualified Meteorologist to deliver comprehensive atmospheric and climate advisory services within the Ghana Accra metropolitan area and the broader Volta Basin region. The scope of work outlined in this document encompasses the full spectrum of meteorological consulting, field data collection, seasonal forecasting, and climate risk mitigation planning that the client has identified as essential for the upcoming 2025/2026 agricultural season.
Our lead Meteorologist, Dr. Efua Mensah (M.Sc. Atmospheric Sciences, University of Ghana, Legon; Ph.D. Tropical Meteorology, University of Reading, UK), brings over fourteen years of professional experience in West African climate systems, tropical cyclone tracking, and agricultural weather advisory. All services described in this Quotation Estimate will be delivered in strict compliance with the standards set by the Ghana Meteorological Agency (GMet) and the West African Monsoon Multidisciplinary Analysis (WAMMA) framework.

This Quotation Estimate is structured on a milestone-based payment schedule to align cash flow with deliverables. The client shall remit payment via bank transfer to the account of Accra Meteorological Consulting Services Ltd. at Ecobank Ghana, Accra Branch, as follows:
- 30% Advance (GHS 117,334.50): Due within 10 working days of signed acceptance of this Quotation Estimate, prior to the Meteorologist commencing field deployment in Ghana Accra.
- 40% Interim (GHS 156,446.00): Due upon submission and client approval of the mid-term seasonal forecast report (end of Month 3).
- 30% Final (GHS 117,334.50): Due within 15 working days of delivery and acceptance of the final technical report and data archive.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period will require a revised cost assessment due to potential fluctuations in the Ghana Cedi exchange rate and equipment pricing.
- All meteorological data, forecasts, and advisory products generated by our Meteorologist under this engagement shall remain the intellectual property of the client, subject to a non-exclusive licensing agreement permitting Accra Meteorological Consulting Services Ltd. to reference anonymized data in academic publications.
- The Meteorologist and all supporting field technicians shall comply with all applicable Ghanaian labour laws, the Ghana Meteorological Agency operational guidelines, and the Environmental Protection Agency (EPA) regulations governing field instrumentation in the Ghana Accra area.
- Force majeure events, including but not limited to extreme tropical weather events that render field operations unsafe, shall suspend the project timeline without penalty to either party. A revised schedule will be issued within five (5) working days of the event's conclusion.
- Any changes to the scope of work beyond the items listed in Section 2 of this Quotation Estimate will be subject to a written change order signed by both parties before additional work commences.
- Disputes arising from this Quotation Estimate shall be resolved through mediation under the Ghana Arbitration Act, 2099 (Act 798), with the seat of arbitration in Accra, Ghana.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Meteorologist and associated services in Ghana Accra and the Volta Basin region.
