The Meteorologist engaged under this Quotation Estimate will hold a minimum of a Master's degree in Atmospheric Sciences or Meteorology, be registered with the Israel Meteorological Service (IMS) professional registry, and possess no fewer than ten (10) years of practical experience in operational meteorology, severe weather forecasting, and climate impact modeling relevant to the Mediterranean climate zone of Israel Tel Aviv.

3.1 Validity. This Quotation Estimate shall remain valid for a period of ninety (90) calendar days from the date of issue. After the expiry date, all rates and terms are subject to revision without prior notice.

3.2 Payment Schedule. Payment shall be made in monthly installments, due within thirty (30) days of invoice date. A 15% mobilization advance is required upon contract signature. All amounts are denominated in Israeli New Shekels (ILS) and are inclusive of the applicable VAT rate in force at the time of invoicing.

3.4 Data Ownership. All raw meteorological data, processed forecasts, risk models, and final reports generated under this engagement shall become the exclusive property of the Mediterranean Coastal Development Authority upon full payment. The Meteorologist and the consulting firm retain the right to anonymized, aggregated data for academic and research purposes, subject to prior written approval from the client.

3.5 Force Majeure. Neither party shall be liable for delays or non-performance caused by events beyond reasonable control, including but not limited to extreme weather events, government-mandated closures, or civil emergencies in Israel Tel Aviv or the broader State of Israel.

3.6 Confidentiality. Both parties agree to maintain strict confidentiality of all proprietary data, client infrastructure details, and internal communications exchanged during the term of this Quotation Estimate and any resulting contract.

3.7 Governing Law. This Quotation Estimate and any subsequent agreement shall be governed by and construed in accordance with the laws of the State of Israel. Any disputes shall be resolved by the competent courts in Tel Aviv, Israel.
