This Quotation Estimate is issued by Atmospheric Sciences & Meteorological Consulting Group Co., Ltd. in response to the formal request for proposal (RFP No. SMC-2025-0312) submitted by the Seoul Metropolitan Government. The purpose of this document is to provide a comprehensive, itemized cost breakdown for the engagement of a senior Meteorologist and supporting meteorological staff to deliver year-round forecasting, severe-weather advisory, and climate-risk assessment services across South Korea Seoul. All pricing in this Quotation Estimate is presented in Korean Won (KRW) unless otherwise stated and is subject to the terms and conditions outlined in Section 7.

The contracted Meteorologist will be responsible for the following duties performed within the metropolitan area of South Korea Seoul:

  • Daily issuance of hyper-local weather forecasts (hourly, 3-day, and 7-day outlooks) for all 25 districts of Seoul, South Korea, including Gangnam, Jongno, Mapo, Yongsan, and surrounding districts.
  • Real-time severe-weather monitoring and public alert coordination with the Korea Meteorological Administration (KMA) and the Seoul Fire & Disaster Safety Headquarters.
  • Seasonal climate outlooks covering the East Asian monsoon (jangma) period, typhoon season (July–October), and winter cold-air outbreaks affecting South Korea Seoul.
  • Preparation of monthly and quarterly meteorological impact reports for municipal infrastructure planning, public transit operations, and agricultural advisory in the Seoul metropolitan region.
  • Participation in at least four (4) emergency response drills per year conducted by the Seoul Metropolitan Government to validate the Meteorologist's advisory protocols.
  • Ad-hoc consultation for major public events (e.g., Seoul International Film Festival, Vansik Festival) requiring dedicated on-site meteorological support.

  • This Quotation Estimate assumes the Meteorologist will operate from the client-designated office in Jung-gu, Seoul, South Korea. If a different location within Seoul is required, a site-relocation surcharge of KRW 1,200,000 will apply.
  • Costs for international travel (e.g., attending WMO conferences outside South Korea) are excluded and will be billed separately upon written approval.
  • The Quotation Estimate does not include capital expenditure for permanent weather-radar installation; such items require a separate procurement process under the Seoul Metropolitan Government's public-bidding regulations.
  • All rates are fixed for the 12-month contract term. Any extension beyond 12 months will be subject to a CPI-linked adjustment not exceeding 4%.

Payment for the services described in this Quotation Estimate shall be made in quarterly installments (25% per quarter) within 30 days of invoice issuance. A 5% performance bond may be required at contract signing, to be released upon satisfactory completion of the final quarterly report. All payments shall be made via bank transfer to the account of Atmospheric Sciences & Meteorological Consulting Group Co., Ltd., Kookmin Bank, Seoul Branch, Account No. 012-3456-7890-123.

  1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After expiry, all prices are subject to revision.
  2. The Meteorologist engaged under this contract shall comply with all applicable Korean laws, including the Meteorological Act (기상법), the Personal Information Protection Act, and the Seoul Metropolitan Government's public-employee conduct guidelines.
  3. Confidentiality: All meteorological data, model outputs, and internal government communications accessed by the Meteorologist in South Korea Seoul are classified as restricted. A non-disclosure agreement (NDA) must be executed prior to commencement.
  4. Termination: Either party may terminate this agreement with sixty (60) days' written notice. In the event of termination for convenience, the client shall pay for all services rendered up to the termination date.
  5. Force Majeure: Neither party shall be liable for delays caused by natural disasters (including typhoons, heavy rainfall events, or volcanic activity), government-mandated shutdowns, or other events beyond reasonable control.
  6. Governing Law: This Quotation Estimate and any resulting contract shall be governed by and construed in accordance with the laws of the Republic of Korea. Disputes shall be resolved by arbitration in Seoul under the rules of the Korean Commercial Arbitration Board (KCAB).
  7. Intellectual Property: All reports, analyses, and visualizations produced by the Meteorologist for the Seoul Metropolitan Government shall become the property of the client upon full payment.
Note: This Quotation Estimate is a non-binding estimate prepared for budgetary and planning purposes. A formal, binding contract must be executed by both parties before any services commence. The final contract value may differ from this Quotation Estimate if the scope of work is modified in writing by mutual agreement.
