The Meteorologist assigned to this engagement holds a Doctor of Philosophy (Ph.D.) in Atmospheric Sciences from a nationally accredited institution in the United States and is a certified member of the American Meteorological Society (AMS). The Meteorologist possesses over fifteen (15) years of professional experience specializing in regional climate analysis, severe weather forecasting, and atmospheric risk assessment, with particular expertise in the complex topographic and oceanic influences that define the weather patterns of the United States Los Angeles basin. All deliverables produced under this Quotation Estimate will be authored, reviewed, and signed by the lead Meteorologist to ensure full professional accountability.

Payment for the services outlined in this Quotation Estimate shall be made in accordance with the following schedule:

  • 30% deposit ($11,325.00) due upon execution of this Quotation Estimate and prior to commencement of the Meteorologist's site assessment.
  • 40% progress payment ($15,100.00) due upon delivery of the 12-month meteorological forecast report and technical memorandum.
  • 30% final payment ($11,325.00) due upon completion of all deliverables and the conclusion of the 90-day emergency advisory period.

All payments are due within thirty (30) days of invoice date. Late payments shall accrue interest at a rate of 1.5% per month. Payment shall be made via wire transfer, ACH, or certified check to Pacific Atmospheric Sciences, Inc., Los Angeles, United States.

This Quotation Estimate assumes that the client will provide timely access to the designated site within United States Los Angeles, furnish any existing meteorological or environmental data in their possession, and designate a single point of contact for all communications with the Meteorologist. This estimate does not include the cost of third-party laboratory analysis, satellite data licensing fees beyond standard NOAA/NWS access, or any services arising from force majeure events. Should the scope of work expand beyond what is described in this Quotation Estimate, a supplemental estimate will be issued for the client's written approval prior to any additional work being performed by the Meteorologist.

  1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiration date, all rates and availability of the Meteorologist are subject to reconfirmation.
  2. All Meteorologist services will be performed in accordance with the professional standards established by the American Meteorological Society and applicable regulations of the State of California and the United States.
  3. The Meteorologist shall maintain professional liability insurance with a minimum coverage of $2,000,000 per occurrence throughout the duration of this engagement in the United States Los Angeles area.
  4. All reports, data, and deliverables produced under this Quotation Estimate shall remain the intellectual property of the client upon full payment. The Meteorologist retains the right to reference the engagement in professional portfolios with the client's written consent.
  5. Confidentiality: The Meteorologist and Pacific Atmospheric Sciences, Inc. agree to treat all client data, proprietary information, and site-specific details as strictly confidential in accordance with California Civil Code Section 1798.82.
  6. This Quotation Estimate is governed by the laws of the State of California, United States. Any disputes arising from this engagement shall be resolved through binding arbitration in Los Angeles, California.
  7. Neither party shall be liable for delays or non-performance resulting from acts of God, natural disasters, government actions, or other events beyond reasonable control, including but not limited to extreme weather events in the United States Los Angeles region.
