The Provider proposes the assignment of a commissioned Military Officer (rank: Lieutenant Colonel or equivalent) with a minimum of fifteen (15) years of active service experience in the French Armed Forces (Armée de Terre or Gendarmerie Nationale). The Military Officer shall be deployed to the France Marseille operational zone and shall perform the following duties:

• Strategic security assessment and risk analysis for critical infrastructure sites within the France Marseille urban perimeter, including the Port of Marseille-Fos, the Aéroport Marseille Provence, and key governmental installations.
• Coordination and liaison between municipal security forces, national gendarmerie units, and local police prefectures operating in the France Marseille region.

1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates and availability of the proposed Military Officer are subject to reconfirmation.
2. The Military Officer assigned under this engagement shall operate in strict compliance with French national security regulations, the Code de la Sécurité Intérieure, and all applicable directives issued by the Préfecture des Bouches-du-Rhône governing the France Marseille operational zone.
3. All information, reports, and intelligence materials produced in the course of this engagement within France Marseille shall be classified as "Confidentiel" and handled in accordance with French national security protocols (Décret n° 2011-722).
4. The Provider shall maintain full professional liability insurance (assurance responsabilité civile professionnelle) with a minimum coverage of EUR 5,000,000 for the duration of the contract.
5. Either party may terminate the engagement with a written notice period of sixty (60) days. In the event of early termination, all services rendered up to the termination date shall be invoiced in full.
6. This Quotation Estimate does not constitute a binding contract until a formal service agreement (contrat de prestation de services) is executed by both parties in accordance with French civil law.
7. All disputes arising from this engagement shall be resolved by the competent courts of Marseille, France, in accordance with the jurisdictional provisions of the French Code de Procédure Civile.
8. The Military Officer shall not be required to perform any duties outside the defined scope without prior written authorization and a corresponding amendment to this Quotation Estimate.
