The engagement is to be conducted at the client's principal facility located in Malaysia Kuala Lumpur, with supplementary sessions at the client's regional offices within the Klang Valley area.

The Military Officer proposed for this engagement is a retired Lieutenant Colonel (Army) with over twenty-two years of active service in the Malaysian Armed Forces (ATM), including deployments in counter-insurgency operations, multinational peacekeeping missions under United Nations mandate, and senior staff appointments at the Army Headquarters in Putrajaya. The officer holds a Master's degree in Strategic Studies from the Royal College of Defence Studies, London, and is a certified instructor in tactical security operations, crisis management, and executive protection protocols.

The following scope of work has been developed specifically for this Quotation Estimate and covers all deliverables associated with the Military Officer engagement in Malaysia Kuala Lumpur:

• Security Posture Assessment: A full-spectrum evaluation of the client's existing physical security infrastructure, access control systems, and emergency response protocols across all Malaysia Kuala Lumpur facilities, delivered within the first ten (10) working days of engagement.

Instalment 2 (40%): RM 71,280.00 – Due upon completion of the Tactical Training Programme and submission of the Emergency Response Plan draft.

Instalment 3 (20%): RM 35,640.00 – Due upon delivery of the Final Report, completion of the Board Presentation, and formal handover of all documentation.

All payments shall be made via bank transfer to the company account of Strategic Personnel Advisory & Security Solutions Sdn. Bhd. A 1.5% monthly interest shall be applied to any overdue balance. Invoices will be issued in accordance with the Inland Revenue Board of Malaysia (LHDN) e-Invoice requirements effective from 1 January 2025.

5.1 This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates and availability of the Military Officer are subject to reconfirmation.

5.2 The Military Officer shall be engaged on a contract basis and shall not be deemed an employee of the client. All professional indemnity and personal accident insurance shall be maintained by the contracting party (Strategic Personnel Advisory & Security Solutions Sdn. Bhd.).

5.3 All training sessions and advisory meetings shall be conducted within the geographical boundaries of Malaysia Kuala Lumpur and the immediate Klang Valley region. Any travel beyond this area shall be subject to a separate cost assessment.

5.4 The client agrees to provide all necessary access to facilities, personnel, and existing security documentation required for the Military Officer to carry out the scope of work as outlined in this Quotation Estimate.

5.5 All deliverables, including the Emergency Response Plan, training materials, and final report, shall remain the intellectual property of the client upon full payment. The Military Officer and the contracting firm retain the right to reference the engagement in professional portfolios, subject to the client's written consent.

5.6 This Quotation Estimate is governed by the laws of Malaysia. Any disputes arising from this engagement shall be resolved through mediation in Malaysia Kuala Lumpur in accordance with the Mediation Centre for Trade and Commerce (MCTC) rules, failing which, the courts of Malaysia shall have exclusive jurisdiction.

5.7 Cancellation by the client after the commencement of services shall be subject to a cancellation fee of 25% of the total contract value for the first thirty (30) days, and 50% thereafter.

By signing below, the client acknowledges and accepts all terms, conditions, and pricing set forth in this Quotation Estimate for the engagement of the Military Officer in Malaysia Kuala Lumpur. This document, once countersigned by both parties, shall constitute a binding Service Agreement.
