1. Purpose and Scope of This Quotation Estimate
This Quotation Estimate has been prepared in response to the formal request for proposal submitted by Pacific Crest Logistics Group Ltd on 28 May 2025. The purpose of this document is to provide a comprehensive, itemised cost breakdown for the engagement of a qualified Military Officer to deliver a structured programme of security consultancy, operational oversight, and personnel training services within the Auckland metropolitan area of New Zealand. All rates quoted herein are exclusive of Goods and Services Tax (GST) at the prevailing rate of 15%, unless otherwise stated.
The Military Officer to be engaged under this Quotation Estimate will hold a minimum rank of Major (or equivalent) in the New Zealand Defence Force (NZDF) or a recognised allied military service, with a minimum of fifteen (15) years of active service experience, including at least five (5) years in a command or staff capacity. 4. Terms and Conditions
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Should the client wish to proceed after the expiry date, all rates must be reconfirmed in writing by Meridian Defence & Security Solutions Ltd.
- Payment terms: 30% of the total Quotation Estimate value is due upon execution of the service agreement. The remaining 70% shall be invoiced monthly in arrears, with payment due within fourteen (14) calendar days of invoice date.
- The Military Officer engaged under this Quotation Estimate shall operate under the direct operational authority of the client's appointed site manager, while retaining professional independence in matters of security doctrine, risk assessment, and personnel safety. All instructions that conflict with New Zealand law or the officer's professional obligations shall be escalated to the client's board of directors.
- Meridian Defence & Security Solutions Ltd shall maintain professional indemnity insurance of no less than NZD 10,000,000 and public liability insurance of no less than NZD 20,000,000 for the duration of the engagement in New Zealand Auckland.
- All information exchanged in connection with this Quotation Estimate and any subsequent engagement shall be treated as confidential in accordance with the New Zealand Privacy Act 2020. The Military Officer shall be bound by a non-disclosure agreement prior to commencing any site assessment.
- This Quotation Estimate does not constitute a binding contract. A formal service agreement, incorporating the terms herein, must be executed by both parties before any services commence.
- Any variation to the scope of services outlined in this Quotation Estimate must be agreed in writing by both parties. Additional services will be billed at the rates specified in Section 2 or at mutually agreed rates.
- Governing law: This Quotation Estimate and any resulting agreement shall be governed by and construed in accordance with the laws of New Zealand. Any disputes shall be resolved through the Disputes Tribunal or the District Court of Auckland, New Zealand.
5. Acceptance
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms and conditions set out herein. This acceptance authorises Meridian Defence & Security Solutions Ltd to commence the engagement of the Military Officer as described in Section 2, effective from the date specified in the formal service agreement.
