This Quotation Estimate is issued by Meridian Defense & Security Consultancy Ltd. in response to the formal request for proposal (RFP No. MOI-SUD-2025-118) submitted by the Directorate of Security Operations, Republic of Sudan. The Military Officer proposed under this Quotation Estimate shall hold a minimum rank equivalent to Lieutenant Colonel (or above) in a recognized national armed force, possess a minimum of fifteen (15) years of active service experience, and demonstrate proven competence in urban security operations, counter-insurgency doctrine, inter-agency coordination, and command-and-control systems. - This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period will require re-issuance and may be subject to revised pricing.
- All costs are quoted in United States Dollars (USD). Payment shall be processed via wire transfer to the designated account of Meridian Defense & Security Consultancy Ltd. No local currency (Sudanese Pound) transactions are contemplated under this Quotation Estimate.
- Payment terms: 30% advance upon signed acceptance of this Quotation Estimate; 40% upon confirmed deployment of the Military Officer to Sudan Khartoum; 30% upon successful completion of the twelfth month of service.
- The Military Officer shall be subject to the laws of the Republic of Sudan, including but not limited to the National Security Act and the Armed Forces Act. All operational directives shall be issued through the chain of command established by the Directorate of Security Operations.
- Meridian Defense & Security Consultancy Ltd. reserves the right to substitute the proposed Military Officer with a candidate of equivalent or superior qualifications, subject to prior written approval by the contracting authority in Khartoum.
- Confidentiality: All operational plans, intelligence briefings, and strategic documents accessed by the Military Officer during the engagement period in Sudan Khartoum are classified. Breach of confidentiality shall result in immediate termination and legal prosecution under applicable Sudanese law.
- This Quotation Estimate does not constitute a binding contract until countersigned by an authorized representative of the Directorate of Security Operations and stamped with the official seal of the Republic of Sudan.
- Force majeure events, including but not limited to armed conflict, civil unrest, or government-imposed travel restrictions within Sudan Khartoum, shall suspend obligations under this engagement without penalty to either party.
- Any disputes arising from this Quotation Estimate or the subsequent contract shall be resolved through arbitration in Khartoum, Sudan, in accordance with the Sudanese Arbitration Act.
By signing below, the contracting authority acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and cost structure outlined herein for the engagement of the Military Officer in Sudan Khartoum.
