This Quotation Estimate is formally submitted to the Uganda National Infrastructure Development Authority (NIDA) in Kampala, Uganda, to provide a comprehensive financial breakdown for the engagement of a qualified Military Officer to serve in a senior advisory and operational security capacity. - Operational Command Oversight: Supervising and coordinating the deployment of contracted security personnel at all NIDA project sites within the Kampala urban and peri-urban zones.
- Emergency Response Planning: Developing and maintaining comprehensive emergency response and continuity-of-operations plans tailored to the specific vulnerabilities of infrastructure assets in Uganda Kampala.
- Inter-Agency Liaison: Serving as the primary point of contact between NIDA, the Uganda Police Force, the UPDF, and other relevant government security agencies operating in Kampala.
- Training and Capacity Building: Conducting quarterly training exercises for NIDA's in-house security teams, focusing on force protection, counter-surveillance, and crisis management protocols.

Payment for the services outlined in this Quotation Estimate shall be made in Ugandan Shillings via bank transfer to the account of Kampala Defence & Security Consultancy Ltd. The payment schedule is structured as follows:
- Advance Payment (30%): UGX 128,922,000 — Payable within fourteen (14) calendar days of contract signature and receipt of a valid tax invoice.
- Quarterly Installments (70%): UGX 75,229,333 per quarter — Payable within twenty-one (21) days of the end of each calendar quarter, subject to satisfactory performance review of the Military Officer.
- This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing economic conditions in Uganda.
- The Military Officer shall be subject to a comprehensive background check, UPDF service verification, and a medical fitness assessment prior to deployment in Kampala.
- The engagement period is twelve (12) months, renewable by mutual written agreement. Either party may terminate the contract with sixty (60) days' written notice.
- The Military Officer shall operate under the direct operational authority of NIDA's Director of Security while remaining under the professional oversight of Kampala Defence & Security Consultancy Ltd.
- All operational data, threat assessments, and security plans produced in Uganda Kampala shall be classified as NIDA confidential and shall not be disclosed to any third party without written authorisation.
- This Quotation Estimate does not constitute a binding contract until formally accepted, countersigned, and processed through NIDA's procurement and legal departments in accordance with Ugandan public procurement regulations.
- Any disputes arising from this engagement shall be resolved through arbitration in Kampala, Uganda, in accordance with the Arbitration Act, Cap 71 of the Laws of Uganda.
