The Military Officer proposed under this Quotation Estimate shall be a retired or active-duty officer holding a minimum rank of Lieutenant Colonel (O-5) or equivalent, with no fewer than twenty (20) years of combined operational and staff experience. The Military Officer shall be deployed to Uzbekistan Tashkent for a contract period of twelve (12) months, renewable upon mutual agreement. The scope of duties includes, but is not limited to:

• Strategic planning and force readiness assessment for garrison units stationed in Uzbekistan Tashkent;
• Development and delivery of advanced tactical training programs for junior and mid-level officers;
• Advisory support to the Command Staff on modernization of command-and-control systems;
• Conduct of joint exercises and interoperability workshops with allied partner nations;
• Preparation of after-action reports, operational doctrine updates, and after-action reviews;
• Mentorship and professional military education (PME) curriculum design for the Tashkent Military Academy.

3.1 – Payment shall be made in United States Dollars (USD) via wire transfer to the designated account of Defcon Advisory Group LLC. Invoices shall be issued on a monthly basis, due within thirty (30) calendar days of the invoice date.

3.2 – A mobilization advance of twenty-five percent (25%) of the total Quotation Estimate value, amounting to USD 83,207.50, shall be payable upon contract signature and prior to the Military Officer's deployment to Uzbekistan Tashkent.

3.3 – The remaining balance shall be disbursed in eleven (11) equal monthly installments of USD 24,966.23, commencing from the first full month of service delivery in Tashkent.

3.4 – All applicable taxes, duties, and levies within the Republic of Uzbekistan shall be borne by the contracting entity unless otherwise stipulated by Uzbek tax law.

4.1 – This Quotation Estimate is valid for a period of thirty (30) days from the date of issue. Beyond this period, pricing may be subject to revision based on currency fluctuation, market conditions, or changes in the scope of the Military Officer engagement.

4.2 – The Military Officer shall comply with all laws, regulations, and security protocols of the Republic of Uzbekistan while operating in Uzbekistan Tashkent. Full background clearance and security vetting shall be completed prior to arrival.

4.3 – Either party may terminate the engagement with sixty (60) days' written notice. In the event of early termination, a pro-rata refund of unearned fees shall be processed within fifteen (15) business days.

4.4 – All intellectual property, training curricula, and operational documents produced by the Military Officer during the contract term in Uzbekistan Tashkent shall become the property of the Ministry of Defense of the Republic of Uzbekistan upon full payment.

4.5 – This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by authorized representatives of both parties.
