| Project Reference | Marine Environmental Impact Assessment — Port Expansion Phase III |
This Quotation Estimate has been prepared by Southern Cross Marine Sciences Pty Ltd in response to the formal request for professional Oceanographer services to support the Port of Melbourne Corporation's Phase III expansion project. The scope of work described herein encompasses comprehensive marine environmental monitoring, hydrographic surveying, and ecological impact assessment to be conducted within the waters surrounding Australia Melbourne's port precinct and the adjacent Port Phillip Bay. This document sets out the full itemised costs, deliverables, timelines, and contractual terms governing the engagement of our senior Oceanographer team for the duration of the project.
The Oceanographer engagement will deliver the following services across the Australia Melbourne coastal and estuarine environment:
- Hydrographic and Bathymetric Survey: Full-depth sonar mapping of the proposed dredging zones within Port Phillip Bay, covering an area of approximately 12.4 square kilometres. The Oceanographer team will deploy multibeam echosounders and single-beam profilers to produce high-resolution seafloor topography models.
- Water Quality Baseline Monitoring: Quarterly sampling of dissolved oxygen, salinity, turbidity, pH, nutrient concentrations (nitrate, phosphate, silicate), and heavy metal content at 24 fixed monitoring stations distributed across the Australia Melbourne bay system.
- Marine Ecological Assessment: Benthic community surveys, plankton sampling, and habitat mapping to establish baseline biodiversity data. The Oceanographer will coordinate with local ecologists to assess the presence of protected species, including the Australian seagrass meadows and migratory whale corridors.
- Current and Wave Modelling: Development of a three-dimensional hydrodynamic model of the Australia Melbourne port waters to predict the dispersion of sediment plumes during dredging operations and to assess long-term changes in local current patterns.
- Environmental Impact Reporting: Compilation of a comprehensive Environmental Impact Statement (EIS) chapter specific to marine and oceanographic parameters, formatted in accordance with the Victorian Environmental Effects Statement (VEES) guidelines and the Commonwealth Environment Protection and Biodiversity Conservation Act 1999.
- Regulatory Liaison and Compliance: The Oceanographer will serve as the primary technical liaison with the Victorian Department of Energy, Environment and Climate Action, the Australian Maritime Safety Authority (AMSA), and the Commonwealth Department of Agriculture, Fisheries and Forestry.
