This Quotation Estimate is submitted in response to the Request for Proposal (RFP No. MWR/2025/118) issued by the Ministry of Water Resources, Government of Bangladesh, based in Bangladesh Dhaka. The purpose of this document is to provide a comprehensive cost breakdown for the engagement of a qualified Oceanographer to conduct a multi-phase oceanographic survey and assessment covering the coastal waters of the Bay of Bengal, the estuarine systems of the Meghna, Padma, and Jamuna rivers, and the mangrove ecosystems of the Sundarbans. The Oceanographer will be based in Bangladesh Dhaka for the duration of the project, with field deployments to coastal stations as required.
The Oceanographer engaged under this Quotation Estimate shall perform the following duties and deliverables, all coordinated from the project office located in Bangladesh Dhaka:
- Phase I – Desk Study and Literature Review (Weeks 1–4): The Oceanographer shall compile and analyze existing oceanographic data from the Bangladesh Coast Guard, the Department of Fisheries, the Bangladesh Meteorological Department, and international databases (NOAA, IOC-UNESCO). All preliminary reports shall be prepared in Bangladesh Dhaka.
- Phase II – Field Survey and Data Collection (Weeks 5–14): The Oceanographer shall conduct in-situ measurements including water temperature, salinity, dissolved oxygen, current velocity, wave height, and sediment sampling at no fewer than 25 designated stations along the 800-kilometer coastline. Field operations will be supported by a research vessel chartered from Chittagong Port, with the Oceanographer maintaining a base of operations in Bangladesh Dhaka for data processing between field rotations.
- Phase III – Laboratory Analysis (Weeks 15–20): Collected water and sediment samples shall be analyzed at the Delta Marine Research Institute laboratory in Bangladesh Dhaka for heavy metals, nutrient loading, microplastic content, and biological oxygen demand. The Oceanographer shall oversee all quality assurance and quality control (QA/QC) protocols.
- Phase IV – Modeling and Reporting (Weeks 21–28): The Oceanographer shall develop hydrodynamic and water-quality models using Delft3D and MIKE 21 software to project the impacts of sea-level rise, cyclonic storm surges, and increased riverine discharge on coastal Bangladesh. The final technical report, comprising no fewer than 350 pages, shall be submitted to the Ministry in Bangladesh Dhaka.
- Phase V – Stakeholder Presentation and Knowledge Transfer (Weeks 29–32): The Oceanographer shall deliver a minimum of three public presentations in Bangladesh Dhaka to government officials, academic institutions, and community stakeholders, and shall train a team of six junior researchers from the University of Dhaka in advanced oceanographic field techniques.

4.1 Payment Schedule: Payment shall be made in four (4) equal installments of 25% each, due upon completion of Phase I, Phase II, Phase III, and Phase IV respectively. All payments shall be processed through the Government of Bangladesh treasury in Bangladesh Dhaka.
4.2 Commencement: The Oceanographer shall commence work within fourteen (14) calendar days of the formal acceptance of this Quotation Estimate and the execution of the service agreement.
4.3 Intellectual Property: All data, reports, models, and publications generated under this engagement shall be the sole property of the Government of Bangladesh. The Oceanographer retains the right to publish peer-reviewed academic papers with prior written approval from the Ministry.
4.4 Insurance and Liability: The Oceanographer and all field personnel shall carry comprehensive marine and personal accident insurance for the duration of all field operations. The contracting party in Bangladesh Dhaka shall be indemnified against any third-party claims arising from field activities.
4.5 Termination: Either party may terminate this agreement with thirty (30) days written notice. In the event of termination, the Oceanographer shall deliver all data and partial reports in their current state to the Ministry office in Bangladesh Dhaka.
4.6 Governing Law: This Quotation Estimate and any resulting contract shall be governed by the laws of the People's Republic of Bangladesh. All disputes shall be resolved through arbitration in Bangladesh Dhaka in accordance with the Arbitration Act, 2001.
