This Quotation Estimate is issued by Meridian Oceanographic Consulting Inc. in response to the formal request for professional services from Hydro-Québec Environmental Division. The scope of work centers on the engagement of a senior Oceanographer to conduct comprehensive marine and freshwater environmental assessments within the Canada Montreal metropolitan area and the adjacent St. Lawrence River estuary. This document outlines all deliverables, timelines, and associated costs for the proposed engagement.   • Marine Sediment & Contaminant Analysis: Collect and analyze 30 composite sediment cores to evaluate heavy metal concentrations, polycyclic aromatic hydrocarbons (PAHs), and legacy industrial pollutants consistent with the Canada Montreal industrial heritage. Results will be benchmarked against Environment Canada and Quebec Ministry of Environment (MELCCFP) regulatory thresholds.
  • Currents, Tidal Modelling & Dispersion Study: Develop a three-dimensional numerical model of tidal currents and wind-driven circulation patterns in the Canada Montreal harbour basin. 5.1 Validity: This Quotation Estimate (MOCE-2025-00871) remains valid for thirty (30) calendar days from the date of issue. After the expiry date, all rates, particularly those associated with the chartered research vessel and the Oceanographer professional fee, are subject to revision based on prevailing market conditions in Canada Montreal.

5.2 Payment Schedule: Payment shall be made in four equal instalments of 25% each, due upon: (a) contract execution; (b) completion of fieldwork in the Canada Montreal estuary; (c) delivery of the modelling and laboratory results; and (d) final report acceptance. Invoices are payable within thirty (30) days of receipt in accordance with Quebec commercial law.

5.3 Scope Changes: Any modification to the scope of work beyond the parameters described in this Quotation Estimate must be approved in writing by both parties. Additional services rendered by the Oceanographer or support team will be billed at the hourly rates specified in Section 4.

5.4 Intellectual Property: All data, models, and reports generated under this engagement in the Canada Montreal region shall become the property of Hydro-Québec upon full payment. Meridian Oceanographic Consulting Inc. retains the right to publish anonymized findings in peer-reviewed journals with prior written consent.

5.5 Insurance & Liability: The service provider maintains comprehensive professional liability insurance of no less than $5,000,000 CAD and marine operations insurance covering all vessel and equipment used in the Canada Montreal waters. The Oceanographer and all field personnel are covered under the provider's workers' compensation policy as required by Quebec's Loi sur les accidents du travail et les maladies professionnelles.

5.6 Governing Law: This Quotation Estimate and any resulting contract shall be governed by the laws of the Province of Quebec and the federal laws of Canada applicable therein. Any disputes shall be resolved through arbitration in Canada Montreal in accordance with the Code of Civil Procedure of Quebec.

5.7 Force Majeure: Neither party shall be liable for delays caused by extreme weather events on the St. Lawrence River, government-mandated closures, or other events beyond reasonable control, provided that written notice is given within five (5) business days.

By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Meridian Oceanographic Consulting Inc. to proceed with the engagement of the Oceanographer and associated services as described herein for the Canada Montreal project. This signature constitutes a binding acceptance of all terms, conditions, and pricing outlined in this document.
