This Quotation Estimate is issued by DeepBlue Oceanographic Consulting Ltd. in response to the formal request for proposal (RFP No. BJ-OMS-2025-034) submitted by the Beijing Municipal Bureau of Oceanography and Marine Science. The purpose of this document is to provide a comprehensive, itemized cost breakdown for the engagement of a senior Oceanographer and supporting technical team to deliver marine and coastal research services in and around China Beijing. All pricing, deliverables, and service conditions outlined in this Quotation Estimate are tailored specifically to the regulatory, environmental, and logistical requirements of operating within the China Beijing metropolitan region and its associated coastal monitoring stations.

The Oceanographer engaged under this Quotation Estimate shall perform the following duties in China Beijing and its designated coastal liaison sites:

  • Conduct quarterly hydrographic surveys of the Bohai Sea monitoring stations administratively linked to the China Beijing municipal authority.
  • Provide expert Oceanographer analysis of water quality, salinity gradients, and sediment transport patterns relevant to the capital's coastal infrastructure planning.
  • Prepare monthly technical reports in both English and Mandarin Chinese for submission to the China Beijing Environmental Protection Agency.
  • Advise on climate-resilience strategies for low-lying coastal zones under the jurisdiction of China Beijing administrative bodies.
  • Supervise a team of four junior marine technicians deployed at the Tianjin and Tangshan field stations serving the China Beijing region.
  • Deliver two on-site training workshops per year for municipal staff in China Beijing on modern Oceanographer field methodologies and data interpretation.

Payment for this Quotation Estimate shall be structured as follows: 30% advance payment upon contract execution; 40% upon completion of the six-month interim deliverables; and 30% upon final acceptance of the annual report and all Oceanographer field data submitted to the China Beijing municipal authority. All payments shall be made in Renminbi (CNY) via bank transfer to the account designated in the contract annex. Late payments shall accrue interest at 0.05% per calendar day.

  1. This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Beyond this period, all prices are subject to revision based on prevailing market rates in China Beijing.
  2. The Oceanographer named in this proposal shall not be substituted without prior written consent from the China Beijing client authority.
  3. All fieldwork conducted under this engagement shall comply with the Marine Environmental Protection Law of the People's Republic of China and local China Beijing municipal regulations.
  4. Intellectual property generated by the Oceanographer and team during the contract period shall be jointly owned by DeepBlue Oceanographic Consulting Ltd. and the China Beijing client, with full publication rights reserved for the client for government use.
  5. Force majeure events, including but not limited to typhoons, government-mandated closures, or public health emergencies affecting China Beijing, shall suspend obligations without penalty to either party.
  6. Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration under the China International Economic and Trade Arbitration Commission (CIETAC) in Beijing.
  7. This Quotation Estimate does not constitute a binding contract until a formal agreement is executed by both parties.

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, scope, and pricing outlined herein for the engagement of the Oceanographer and supporting services in China Beijing.
